This is because, quite frankly, people are inherently stupid and though they are supposed to act like reasonable, self-interested maximizers they in fact act like children who don't know how to weigh cost vs. benefit.
I can do the math.
I have no implants. I have a cheap ship. I have a clone. I am making about 80 million isk an hour making trading runs - I don't care if my ship gets blown up, even with the cargo.
For me to take the ransom offer seriously, it would have to be a lot lower than most ransomers have asked.
So, I don't even answer them when they ask. It's not worth talking about.

The individual being ransomed must also take into consideration risk. Risk v. cost v. benefit. Is one willing to risk their ship (or pod) AND their wallet on the hope that the word of the pirate will be kept? That's an individual decision, and expecting their ship to be blown up after paying isn't a stupid notion. Heck, if anyone trusts anyone in this game after reading these forums THAT is stupidity.
It may be about pride in some cases, but more often than not I'd suspect it's more about how lucky they feel.

If it's not in your best interest to pay the ransom then don't pay it. I don't really care one way or the other - though I like my wallet to blink. I just wish that more players who did have implants would just be smart about it. --

The EVE mantra is don't trust anyone ever, don't fly what you can't afford to lose, and oh- don't ever trust anyone.
Yet people assert that they should trust that the guy who just blew up their ship should be trusted?
It's not an unreasonable reaction to assume that after your ship got torn to pieces that you're in the mix no matter what you do, and the guy offering a ransom is just trying to make even more ISK off you.
I'd balance the risk vs reward myself. I'd pay a ransom if it was a reasonable risk- ie, if I paid and got podded anyway, was it worth the gamble? Sadly (for the pirate, anyway), that reduces the ceiling a bit, depending on many factors. I expect most pirates would *probably* honor a ransom given the potential consequences of not doing so (at least, from what people say on here it's horrible terrible stuff), but you can never be sure. For most people, they've already written their pod off and are calculating how long it'll take to recoup and what a new clone costs.
No one should be surprised that ransom offers are refused more often than not in this game. Advising people to accept them flies in the face of all the other noob advice people get- trust no one, etc. Add that to the heat of the moment, adrenaline and anger, and you've got a recipe for "not gonna happen".

Naw, if I see a prat come into a LowSec mission (not that I run them much, yet) my plan will be :
1:automatic Self-D and check watch,
2:jet small secure can with whatever is in my hold, anchor,
3:Fight back till I see which way the wind is blowing,
4:if necessary, allow Self-D timer to continue
Joy.

I can't believe it...
If a -how you call the ppl not playing like YOU want?- carebear makes a post like the TS - how many of you hardcore-pirates would say: whiner?
So for all you pirates, griefers, gankers and whatever other oneway-pvp'ers are out there:
Why should i pay ransom and for what? - my ship - insured - my stuff - never use what you can't afford to loose - its your word, not mine ;) - my clone - already payed - my implants... mh... no... one week of work max (most of the time only a day) for the implants against half a week work for being blackmailed... i take the week, thanks. Only for YOU not getting money without hauling my crap around. - my skills - getting trained as if i still have my implants.. so no hurry in replacing them. - my rep - hey i am a carebear. You are the one struggling to be a big bad widely feared guy, not me.
So, please, tell me again: Exactly for what should i give you isk? For not wanting to play Eve like YOU want? In adition to the fact that YOU are telling everyone, who complains about your kind, that they shouldn't trust someone ingame. So why for heavens sake i should trust YOU then? Because you said so? Hey, you told us not to trust someone... so live with it when the carebears do so.
And don't forget: It is a game... and for that it is about satisfaction. If i give in to you i am annoyed. If i don't you are annoyed. So better you are.

It's ppl like you that just don't get it. I'm not saying pay a ransom for stuff that isn't worth it. I'm just saying that IF IT IS WORTH IT, pay the friggin ransom, instead of just losing 2-3x what the ransom is worth. Geeze.
After this thread, I may just change to a scorched earth policy and pod every mother Fer in can scram and see how they like that for a change. I'd make less ISK, but there sure would be less hassle.

I have only been ransomed once. I was too cheap to buy a shuttle, so I was cruising around 0.0 in my pod, and ran into a lone interdictor. He asked for 2 mil, I was worth 600k max, so no deal. Like the OP said, don't be a annoying brat, just pay the ransom or say "nothxkbyenow."
Do people honour ransoms? From what I've seen, in 0.0, probably. In low-sec, 50-50 'cause that's where the anti-social gangstas roll (they put spinners on their rifters, I hear).

Ive never been offered a ransom but I've always managed to escape when I've been attacked, more times than not I've been very lucky.
When I am attacked I fight back and if I start to lose I try to get the hell out, it's not that I'm chicken, I will try my best but I know when I'm beat.
I would just take it as it comes, it would totaly depend on what i was about to lose - what I was being asked to give.
I'm not really sure I agree with a thread that says 'if you get ransomed you should take it or your stupid', maybe I just simply don't want you to get anything from me so I'm willing to sacrifice whatever it is so you dont, what do you care if it's going to cost me more to no accept? you care because you dont get your isk maybe?
But I dont actually think thats what your saying, I think I understand what your saying, it just does seem strange to me that you would post this, if i were you I would just let them ***** on, if they smack talk you and are sore loosers 'POP'
I would like to point out that I absolutly love it when I get attacked, I'm pretty new to PvP and when it happens I shake all over and it makes me realise just how great this game is. I am in no way flaming or anything like that, just babbling really :)

Honestly folks, the reason you can trust us when we offer ransom is because we know that if we don't hold to our deal, we'll lose about 75% of the ransoms we ask in the future. Scammers just recycle characters because you don't need to train skills to scam, so they can afford to do that.
Imagine a pirate trying to recycle his character every time he offered a ransom and didn't stick to it? Losing hundreds of mil in profit, probably, since he'd have to train for a month or so to be able to fight most things worth attacking. Whereas if he sticks to it he can do the same thing half an hour later. ----- :::Need to be cleaned:::

Another tip for those caught at gates... stop moving. If you want to pay the ransom, don't approach the gate. Pirates get antsy when people are running for the gate. I've had an instance where the person was willing to pay after being triple webbed, but continued on his course towards the gate, so we popped his occator with local hulls and semi-decent loot. Sadly everything went pop. Damn overkill. :( If you're trying to make a run for it, don't whine that you got blown up without a ransom, either.

Ya know,...the first 2 times I was attacked and ransomed I said a big "FU" to the pirates (not really, just didnt respond to their request for convo.) I thought to myself "I am never paying a ransom"
Then I found out how much of a PITA it is to fly around for a few hours buying a new ship and obtaining all the weapons and fittings.
So the next time I got ransomed (In my Myrmidon) I thought "I'm just gonna pay and not have the hassle of re-aquiring all the equipment. So I paid the requested 40 Mill. ransom.
And the pirate promptly blew my Myrmidon up anyways. Nice. When I inquired why he felt it necessary to blow my ship up after I had acceded to his ransom demands, he replied "I have a black heart"
So to Adsterine, where ever you are, I give a heartfelt "FU!!"
So that experience has soured me on paying ransoms ever again. I haven't been ransomed since, but I don't think I'll be paying.
And the very first person to attack me when I was new didn't even request a ransom. He just blew me up.

No, buddy,
It is ppl like YOU who dream about being honest pirates. You are not. 75% of your fellow pirates are *******. So live with the fact that you are accounted to them. Even IF you are honorable and even IF you would stick to your given word, most don't. So i can choose whether to pay and get popped or not and get popped. So what do you think i will take, eh? Bring your side in order before try to tell our side what to do, k? The day your fellow pirates start to stick to their word will be the day ppl will start to pay ransom. Others told you allready. And don't blame YOUR probs on us, k? You want ransom, pirates? Then learn to hold word. PPl like me getting fooled by ONE pirate. So we are lost for ALL pirates. Don't blame the ****s in your gang on me, k? It is YOUR prob, not mine...
And please: Don't even try to sound like you where careing about if i loose stuff or not. You are just ****ed off cause you don't get money the easy way.

The prob is, that it is not 3 out of 100. It is far more likely 1 out of 3 is trustwothy enough... Why? Now most ppl get ransomed three or four times and get scamed thereby two or three times before they learn: pirates are everything except trustworthy... and this is a quite low learningcurve. Normally i presume ppl are faster in getting the clou. So if a third of the pirates at maximum is honorable enough (i even doubt this figure - it is far less)to stick to their word. Why should i bet my money on a mere 1:3 chance of not getting ******? I got ransomed twice... i paid the first and got shot... what do you think the second one gets? RIGHT... nothing... a worthless wreck which he can sell as scrapmetal or whatever. For me and most others it is completly uninteresting how pirates define themselfs. For me it is ore thief, scammer, gatecamper, stationcamper and so on = pirates. So they are all one and the same. If they define themselves in how many groups ever... who cares? If pirates like murder one are annoyed by ppl not paying even reasonable ransoms they shouldn't blame it on us. Blame on your ******* friends who are not trustworthy. Again my question: Why should i trust you when you say: i spare you if you pay ransom.
Because YOU said so?
I don't think so, Tim...

I know quite a few pirates... Not a single one has ever dishonored a ransom (that I know). There have been misunderstandings that lead to the destruction of ships, but those cases were always resolved by returning ransoms and in some cases, extra money sent back because of the foul up.
There are ten's of thousands of players in Eve, don't group all pirates in with the few twits that bugger things up.

Thank you for not making up information.
You can guess at it, fine, but don't present it as fact.
It's entirely likely that only about an eighth of pirates dishonor ransoms. Why? Because dishonoring ransom is NOT PROFITABLE. At all. You have to be a moron or a daring and rich mofo to dishonor a ransom.

Ahhh ok... now i understand.
To proof you are the kind and nice person you are trying to sell us here i have quite a good idea for you: You open an insurance-company for the ransomed. Simple as that: Everytime one of your honorable fellow pirates pk someone in spite he hab paid a ransom to him YOU give the money back to the killed. The implants, the ransom itself, the lost ship, the cargo and so on... For that you get the killmail and you can hunt this ****** down.
Is it an idea, huh? Not?... mh.. then i hope you don't mind that i'd rather play a year to get my losses back than to give you or other pirates a ransom. I would pay... when there will be a guarantee that i get something in return. Like a contract. Something like: If you kill me after paying your ransom your bankaccount gets deleted, you get fired, your acc lifetimebanned and your wife/girlfriend takes off with this little italian pizzaman from next door. Something that makes even you trustworthy. As long as i only have your word... you understand when i have some probs with trusting someone who where just about to griefplay me?
@Jex Jast
If you got ransomed 4 times and got betrayed 3 times... what is THAT in percentage? (The right answer is 75) And sitting next to my wife and seeing it happen is enough fact for me. But hey, i am just a kiddie, right? ;-) You may believe me when i tell you that i am not even a bit interested in the question if you think you are trustworthy or not. But maybe you will be able to change my view: If you can explain me why, with all the ppl who wants to play pvp in EVE, you are going after the ones who don't? Why don't you stick to your kind? For me there is only one explanaition by now: You like to grief others for your own pleasure. If so, ok, but then don't try to put yourself in a higher position. So if you will be able to give me only one reason why you grief ppl who don't want to pvp (maybe because they can't of timereasons or whatever) then maybe i will see more in you pirates then the rare pest i see you now.

I've never paid a ransom and never will. Why? Two main reasons: One is simply that however much you complain about it, pirates cannot be trusted. You may hate people who dishonor ransoms and attack them but it's not like there is a some "pirate licensing association". The very few skilled and honorable pirates get to pay for the reputation of every clueless mission ganker, ore-thief and other low-life out there. Most of which are *not* into piracy for the ISK, they are doing it for the thrill of annoying/harassing another pilot.
Secondly, this is an adversarial situation. The potential ransomee is already ****ed off at you for catching them and knows that they are going to suffer a "loss" of some kind. The natural combative reflex there is to make sure you (as the ransomer) gain as little as possible from it.
The only time it would even conceivably be worth ransoming is if the ransomer totally lowballs the ransom. Hundreds of millions of ISK in cargo, mods or implants might justify paying a token ransom for the "chance" of escape.
