Ok so myself, along with hundreds of others, are all running level 4 missions for Caldari Navy hoping to one day get the CNR offer.
My understanding is that the offer comes from Command Agents. There are 4 level IV Command agents for Caldari Navy. 1 in Motsu and 3 within a jump or two of Motsu. So this leads to a few hundred pilots running level 4 missions in the practically the same system(s) at the same time. Which, of course, results in Lag. Bad Lag. Dangerously bad lag.
At times the game is almost unplayable for me. I have very few lag problems in the game until I start running missions in or around Motsu.
I would love to get out of the area. But not sure where to go? There is a high quality Internal Security agent in a 0.4 not far away. I'd jump on that, but would an Internal Security Agent make the same CNR offer as a Command agent? After looking through http://caver.org/eve/ and eveinfo.com it looks like Int Sec agents only offer the BPC not the actual ship. Anyone know if that's true?
Is the only way to get a CNR offer to fight through the Motsu traffic jam? Any thoughts or help would be appreciated.

A cnr is given out by any agent within the caldari state if I recall.

You can get the offer from any caldari agent. Furthermore don't forget a high-q agent in a lower sec system will get you more LP's (e.g. the agent in Aramachi -> 0.5 sec is better as the one in Motsu)
So if you just started just go to another caldari agent, as long as those agent are stuck together in the motsu area it will be laggy.

Any Caldari corp offers CNRs, not just the navy.
My thoughts on the matter are "get out of Motsu then, and use another Caldari corp" - Just not Spacelane Patrol cos I use them and I dont want them lagged up as well 
Also any type of agent offers them with enough LP - Administation, Security, courier missions etc.

Oh excellent! Thanks for clarifiying. Buh-bye Motsu agent. I'm mean she's cute and all, but too high maintenance.
