Incorrect. The smart bombs do jack all versus people that cannot be locked. The problem wasn't with us supposedly bypassing the undock invul delay.
The problem apparently is that we're not supposed to be able to smartbomb in range of a conquerable station.
Hence an MC member, knowing that they should not be able to smartbomb people/ships/whatever directly outside a station, hence an exploit, did so... Hence exploiting a known (if even only by that player) bug, issue...
Hi. Welcome to EVE, a game of exactly zero factual documentation.
The "exploit" you speak of has existed for as long as I can remember and has been used over and over again, most often in a DEFENSIVE role. I've watched countless alliance battleships laden with smartbombs undock from stations to decimate tacklers waiting for thier buddies to undock. I've seen IAC dreads do it outside thier own stations in F4R months and months ago. Most recently it was done against MC in our own backyard.
It's a known game mechanic that is directly tied to the fact that conquerable stations and outposts cannot be targeted. Just because you and a few of your friends did not know about this doesn't mean it's something new by any stretch of the imagination. CCP loves to surprise us all with new 'features' in almost every patch.
This particular mechanic has existed for as long as I can remember and I don't think I've scored more than ten kill mails off of it myself, one of which was a Sabre charging at my Nyx to bubble it up. TBH, I usually have better things to do with a 30 billion isk ship than sit in front of an undock point for hours at a time trying to kill shuttles. 
I do find it interesting that, until NOW, no one seemed to care about this. Seems awfully damn odd to me that suddenly this is a petiionable offense. As far as I'm concerned, if it's not a valid mechanic, I'm sure it will be patched.
Oh, one more thing:
This goes both ways, m8. When there are 10 frigate and 'dictors waiting outside your station entrance and you can't undock a smartbombing 'Geddon to clear them out (which is VERY common), have fun remembering it was you and your buddies that invalidated the tactic.
