I don't think you're wrong, I'd also assume the Eve Forums are the next thing to get the Evelopedia treatment. The players do what better? There's a sort of rule that says whatever game mechanics you create, your players will deconstruct it and overcome them. Along those lines, I think players can also be expected to figure out the best way to do things. I think this includes informing other players of your game mechanics.
Crowdsourcing.
When you have a large pool of people who are interested in your game, or your product, they will want to communicate. You can provide a free forum because it's something everyone else does, or you can make room for players to come up with something for their own purposes. I think the e-uni wiki is a great example of this.
So I guess in defense of CCP you could interpret the lack of an official wiki as a smart move. It saves time and money for the company but also makes room for players to take ownership of something related to the game.

Forums.eveonline isn't just secluded from the rest of the internet. It's also crippled by the politics of the game. EVE-O is multipartisan and will never compare to the cohesiveness of forums of different player groups.
Depending on your affiliation you will probably dislike one of the few major sites that come to mind. But they're all incredibly successful from a neutral standpoint and they're more great examples of players doing it better.
I guess it's harsh to say EVE-O could be killed off. At a bare minimum I think it could serve as an announcement platform and maybe recruitment center for new players.

You know I was just listening to that song the other day. It's the weirdest thing but it made me think of something I saw on the updates site http://updates.eveonline.com/
That graphic update in particular, it's a few scroll wheels down the page. It seems like the godrays are new in DX11 but they're actually not. The thing is, asteroid fields have had that 3D capability in EVE for quite some time but they acted like it was something we needed to upgrade for.
But I know for a fact that you simply needed to be within range to execute this function.
