The big promised by CCP Guard was there would another for players to obtain these other than attending the events themselves. So, whichever DEV is monitoring the forums, find the others DEV's and get the question answered please. As I like most of your EVE community will not be at Fan Fest for sure, and still would like the opportunity to get a ship.

The other reason I am asking is "What if you can't make it to a event?" , then how do you get the ships?

As for all the rest I would assume the alternative way to get them would be to buy them off a player on market after they go live to others and are redeemable in game. And if CCP is true to form the redeemable ones will be the sole way of getting or having them for a while and then in a few months theyll likely make a way to buy them, likely in the NES Store for Aur Id imagine or as a plex reward like some of the limited edition skins have been. And these things better be glorified shuttles or else Ill be hopping angry. They should have zero offensive capabilities or slots. At best it might be like the yachts but even thats pushing it imo. Have you heard anything I've said? You said it's all circling the drain, the whole universe. Right? That's right. Had to end sometime.
