why not sort these carebears out yourself?
too hard to get past the border camps?

nobody will rebuild them.
it comes down to large alliances effectively being able to shut down an entire cluster of systems and create little carebear wonderlands
it will actually make things better for carebears.
you want them out kick them out, they are there for a reason, deny them that and they will pretty much **** off even if they never have the balls to fight you.

also, building anything means owning it in every sense of the word
its like applying the entire pos mechanic to stations which, if they could do it, they would have already, so we'd have crappy POSs where we can't ever "dock" everywhere in null
