Allow me to offer fun for people that live in Empire. If you want A LOT of FUUUN!!!! Get frigate/cruiser (as money can allow ))) And join gang. Primary target of gang - find pirates in 0.1-0.4 and kill all of THEM!!!!!!!!!!!
Ideal variant: We'll increase our gang to 10-20 members and kill pirates using weapon: blob 8). If you'll loss ship, you'll buy new (if want) and fight again!!! Nowadays a lot of pirates exist in EVE... In common 3-4 ships at the gate. It can be not only fun! It also can be real possibility to learn how to fight, get fun from game and get loot.
Everybody who want join us! Please join ingame channel: EVE-APNOOB
In this channel everybody who want give information about pirates! Also in this channel will receive IP of TS-server.

List will be continued while increasing of our number.
We need as noobs as skillful warriors who wanna to share their skills of fighting and get any roles in gang or command squad.
In this moment we need information about activity of pirates.
We need to know:
1. Region

4. At what time they're active
5. Their Corporation and Alliance
We collect information in this topic. I hope that there will structure this info in future. If this idea will be successful we will get forum and own site  .

Cool, I always like it when someone organizes an anti pirate force instead of just whining about them all the time. 
Word of advice, watch out for cyno fields because some of the lowsec campers have been known to field carriers.

I could probably teach you basic pvp tactics if youre not familiar with them (e.g. how to tackle good and run an effective gang) but I dont have alot of time lately to be running on ops etc.

Not that I've really tried it but the cheapest possible fitting should do fine with a number of ships?
For instance take a Caracal. At current prices you can insure it, and loose max. 1.5 million (considering both insurance policy and mods) for a fully fitted ship. Fitting is all tech I, and the only mildly expensive part are maybe two invuln fields I (these are included in the 1.5M figure). If you get a good price for the ship you only loose about 1.2M, and for other races prices might even be better.
People who can do level 3's make that much money easily within less than an hour.
A blob of these (again, haven't tried it myself) should do some serious damage, focussing fire me thinks?

Firstly, good luck with the hunting, as stated above it's nice to see pilots being proactive.
Secondly, there are some issues you need to consider before leading your AP gang out into low-sec hunting pirates. The highlights of which are:
- If you're hunting in 0.1 - 0.4 you will incur a security penalty yourself for shooting pirates; yes, it's horribly unfair in a social justice kind of way, but these are the intended game mechanics apparently since there are currently no provisions for AP roles
- Because of the above, you will yourselves soon acquire negative security ratings, be careful not to drop below -2.0 or you won't be able to re-enter 1.0 space without be shot by CONCONRD
- Also be aware that with your newly-negative sec rating, other AP pilots may assume that you are also pirates and fire on you
- Gate guns will fire on your pilots if you aggress on gates in low-sec space, and you mentioned taking frigs and cruisers which won't be able to tank the guns; consider where you will engage the pirates because they will spend their time around the gates
- Playing bait at gates might be an effective tactic to get a pirate to fire on your gang; put one through the gate and loiter with a warp scrambler, while the rest of the gang waits on the other side of the gate for the pirate to aggress the bait ship; when the pirate fires, have the bait pilot scram him, jump the gang through and open up while the gate guns work him over also
- Another option to initiate the aggression would be to catch pirates in the belts; but then pirates don't hang out in belts much unless they're already hitting a target, so your window of opportunity will be very narrow

Alternative:
MHC-R3 from position Stacmon right through the pipe Harroule.
Famous for camper rotation and a bit more noob-friendly then SNOW [just a feeling when I compare *>;-)].
Once you went through you have a paradise for hunting or beeing hunt in 0.0.
You never know. Fun place. No risk, no fun, no pod.

This will not happen if you shoot outlaw players or players who has a global agression timer.
There is an evident difference between players with low sec status and real outlaws, which most pirates are.
The most obvious way to tell them apart is the flashy red color.

Generally true, but you can rat in 0.0 for a couple of days and get rid of the flashy. Present security status is not a good measure of hostility. Anti-pirates have a parrot on their leg and wooden stub on their shoulder. And a patch over their ear.

First you get some cow dung, and a good amount of straw. You then mix them together, but make sure the pile is not too large, because manure gets hot from all the bacterial activity going on inside. Let the mixture sit for a few days, and turn it every once in a while. From here, simply mix it into the dirt you are planning to grow your plants in.

Yes, oddly you have to wait till you are attacked (handing over the advantage to your attacker) before you can aggress a known criminal in low sec and not get a sec hit. Therefore it is possible a bounty hunter or anti-pirate can have a low sec rating. -5 or lower though I'd say there is a very good chance that they are not just misunderstood by CONCORD. Too you can always check the most wanted list. Some criminals if podded can fetch quite a pay off as well as giving the podder significant bragging rights.
