How long would it take to define someone as AFK?
Are you going to write EVE code that measures keystrokes and mouse movements the same way your computer does when it tries to figure out when to turn on the screen saver?
again....how exactly will you define an AFK cloaker as far as game code is concerned?
Now in all honesty it only takes 2 people to counter a AFK cloaker....just go rat together, no recon is gonna engage 2 ratters unless he's either VERY good or very stupid.
And lastly......Why should someone get to go AFK in a station but not in space? If there's a way to find cloakers there should be a way for you to get thrown out of a stn.
(i have never AFK cloaked for more than a bathroom break or to make dinner, and the locals always knew i was there cause i liked chatting in local. this whole arguement is just stupid though)

Golly, that sure sounds like fun. 
Well if you're actually doing something you'll see your ship suddenly appear... giving you the opportunity to warp, cloak, or (if you got too close to the opposition) die. No fix can be targeted solely against exploiters... we have all seen this in the many, many changes put in place to protect nuubs & curtail macro use (the latter an utter failure).
So basically.....No more spying on POS, no more setting up warp in points for fleets, no more of anything to do with cloaking anywhere other than a safe spot? Yeah that sounds like an AWESOME idea /me rolls eyes

You know what I still don't get? Y people are so afraid of a cloaked ship. It really only takes 2 people to counter one. the more the marrier obviously but 2 is all it takes.
No recon pilot if going to be able to take on 2 other ships, and if he's not a recon use your scanner every minute or so to find out if they are warping to you then warp out.
I have personally sat in systems (at my comp) in a falcon, totally unable to do any real dmg to any target. The locals knew what I was in and still stayed docked most of the time. When they finally got some balls they went ratting in gangs of 2+ people. I was totally unable to do anything to them because there was no way I could take them. And as long as they paid attention to local they'd notice if any other hostiles came in. It really is a simple solution to everyones problem.
Use the buddy system and you'll be set.

there can not be a way to randomly uncloak a ship without getting into range of it.
I mean come on! the thing was designed to sit near a hostile fleet or POS and give intel on it. How useless would the ******* thing be if someone could just randomly drop a probe in some ass end of the system and have u magically uncloak while you were setting up a warp in point, scouting a POS or giving intel on a hostile fleet. Your mind isn't on the cloak actually being on all the time (that's what overview distance is for) and if you're at a POS it'll insta pop you, and it won't take much longer for a fleet to kill you.
I'm alright with something that tells you there's a cloaked ship in system, cause hell u should kinda know that already, or tells you there's one on the same grid as you. but anything that uncloaks a cloaked ship short of an object getting within 2000m is just not cool cause it means insta death for your cloaked ship while it's doing what it's supposed to.
If you invent some mod to hunt down a AFK cloaked dude it would need to give a 15 minute timer and a cancel button, or be able to be destroyed by the cloaker in some way so that if he is actually at his keyboard (short of a bio break or smoke) he can avoid being decloaked, because being decloaked = DEATH for a cloaker. and you CAN NOT penalize a cloaker who's actually playing the GAME!
