I have been told that i can moon mine in any sector given that i have the standing. I have also been told that i can't mine 0.3 or better. what is the truth there?

You make confusion about the difference about "moon mining" and "pos anchoring".
To anchor a pos in 0.0-0.4 you dont need any standing.
To anchor in:
0.5 you need >= 5.0 standing with the faction tht have soveiregnity ( caldari, amarr, gallente or minmatar)
0.6 you need >= 6.0 standing ...
0.7 you need >= 7.0 standing ...
0.8 - 1.0 No anchoring... Sorry
BUT u can use moon harvesters inly in 0.3 and below. If u ask why set a pos where u cannot mine the answer is: "There are also diferent things u can do". Production/research is an example.
p.s) it's odd that 0.4 sec systems are worth nothing... u cannot mine, just research, but at this point it's better be in hy sec systems so capital ships cannot hit your pos ( just BS's).

Unless it was changed recently you need stadnings 4.0 for sec 0.4, correct for 0.0 to sec 0.3. Can not moonmine in sec 0.4 and above. Can Moonmine/do reactions in sec 0.3 to 0.0.

you need charters for 0.4 but not standing imo

Rgr that. Then I have missed that change as I have not poked in low sec stuff for several months already. No wonder my data might be a bit .. outdated.

when i tried to anchor pos in 0.4 i had to low standing, so i'd say you need at least 4.0 standing to anchor POS in 0.4 system.
and as far i know, 0.3 -> 0.0, no standings needed and you can moon mine in here also.
capital ship assembly and capital ship construction array also needs souvereignity to anchor inside bubble.
