It has been suggested before... A high or medslot item "TNT RIGGING I" used to selfdestruct your ship with a Smartbomb Effect.
Perhaps the itemk would deal damage in relation to the ship its mounted in - Imagine a Capital going down...
Would have to cost lots of isk though... - I'm a nice guy!! and OMG I love Team Tuxford for the speedbalancing... |

Note that the vision included the pilot ejecting and warping away. Not quite a suicide. But I think to make this idea worthwhile, a price must be paid - i.e.: the pilot goes down with the ship. Everything goes boom, even the pod.

What's wrong? With some tweaking, and the appropriate prerequisite skills, it's a sound idea. Ancient navies used to set ships alight, and steer them into the enemy, in the hopes of breaking up their fleet formation, lest they be set ablaze too.
You want to know what a seriously bad idea is, though? Imagine a ship that is invulnerable to anything we have ingame, can wipe out entire fleets, and then vanish with no risk to the pilot whatsoever. Wouldn't that suck? _________________________________________________________

Maybe an interim solution would be to make a ship self-destruct have a splash effect, like a big smartbomb (have to reduce the timer to 30 seconds or s) and the bigger the ship the bigger the damage.
That would mean if you are going to die you can hopefully take a couple of your attackers with you. Certainly in a close-range, close 1v1 you'd have to consider you range to target if your winning to stop the final explosion of their ship also destroying yours. (There was a similar thing to this in Mechwarrior, where getting to close to an exploding enemy would also damage you).
I also think some thought should be given to the effect of bumping. Two battleships flying towards each other at a closing speed of 1 km per second is realisically going to do some damage, to both ships.
(think about the Pegasus in Battlestar Galactica)

Why dont we get this bomber ship, but lets make it that it takes 6 weeks to build. But then everyone would get one in empire, so lets make it buildable in 0.0.
Also, lets make it cost, yeknow, 70bil of minerals. Yeah that sounds about right, and once it is launched, nobody is going to throw away 70bil for a single shot, so lets have it be able to use a module that fires off a bomb (1 for each race dictating damagetype), but insted of destroying the ship, it uses 20mil of ice products. Yeah that sounds about right. Such a ship needs a mean ass Titanic name, though beats me what it should be called. 
So gentlemen, thats what we already have ingame today. --

1) great idea. 2) I think tux has already mentioned a blob buster bomb before but to do with Stealth bombers. 3) suicide ships have been in eve since i first started. .

As to "terrorism" comments . .. PLEASE PLEASE consider the fact that this is a game ffs. If you want to go down that route of RL comparrisons then you should really consider SLAVERY first.
to the OP. still a great idea. I can imagine the FC pausing to consider if the Badger is loaded with a bomb then saying **** it let it pass. :) and btw the pilot need not eject cause when the ship splodes then he is in pod already.

Self destruct linkage trigger High slot module. 50cpu 50pg Allows multiple self destruct devices to be linked and fired together in order to add the damage from the linked modules. requires self destruct lvl 5
self destruct module medium slot
small: 25cpu 50pg 2500m3 : 2500damage 2500m range : requires self destruct lvl 1
medium: 50cpu 50pg 2500m3 : 2500damage 5000m range : requires self destruct lvl 2
large: 75cpu 50pg 2500m3 : 2500damage 7500m range : requires self destruct lvl 3
x-large: 100cpu 50pg 2500m3 : 2500damage 10000m range : requires self destruct lvl 4
Skills needed
Self destruct : increases damage and range of self destruct devices by 5% per level rank 6 ?? primary ?? secondary ?? requires energy pulse weapons 5

I don't think 9375 damage is something to worry about, you would strip the shields of a BS, and if you're lucky you might blow up one or two untanked cruisers, only thing you would kill are frigate sized ships, which kinda beats the purpose of the bombing which would be to render blobs ineffective.

But wait... There may be use to cargo scanners now! Iteron jumps in... Lock, scramble, SCAN!... Then shoot or run and let the <insert long-range ship> kill it
But wait... There's a solution to blobbing now! Hostile fleet warps in at 200 from gate, covert scans them out in gang with an indy oaded with explosives and a suicide-gank ship. Covert gang-warps to spot and stops the warp... Suicide ship blows up the hauler once they warp into the middle of the fleet and BLAM!
There may be other implicatons to this, but it definitely is a (c) Borat "Verrrey nayyyys" idea.

Agreed, but as i said it was a rough. How I wish this feature would be implemented. This is not only a way to make industrials slightly more capable to counter gatecamps, in a most suiting way thinkable. Suicide bombers would add a new flavour to eve. To the guy that named the lybian nuclear truck from RA2: I loved the truck! Awesome money-sink, awesome effect, awesome fun!
The way I see it, a bomber indy would need some non-trial-trainable skills to be able to fly. The bomb would have to be somewhere in the range of 1500m3+, to avoid battleships having these bombs in their bellies. The material requirements of a bomb would include gas, obtained from gas clouds. Ofcourse there should be twelve different flavours of bombs: small, medium and large, and four different damage types. Oh god.. I'd offer my implanted pod just to fly and blow up one of these bomber indies!

Can't you get more than 20,000 HP in structure with certain mods?
Probably with exploding haulers is very simple, there would be one on every gate, cloaked and waiting. ___________________

Also keep in mind that there have been suicide attacks in warfare in the past that were not by any means considered terrorism.
In general, an act is considered terrorism when it is not a part of an open war, and typically (but not always) carried out against civilian targets (for the purpose, of course, of inducing terror.)
Suicide attacks that are part of open warfare and against military targets are usually not considered terrorism (unless you're Dubya, he thinks anything Bad is terrorism). The best example I can think of is Japanese kamikaze aircraft in WWII. No one I know of has ever called the Japanese kamikaze pilots terrorists.
As to the idea of suicide bombing in EVE - As long as it's balanced properly, I don't see any problem with it. That Hellstorm mockup wasn't a very good idea - 1000 damage in return for losing a battleship (note fitting requirements and the fact that such a module could only fire one before destroying the ship) doesn't work well. Now, 20,000 damage in return for losing a BS would work a bit better, if the module had an additional property - Insurance is voided when such a module is fitted (yes, FITTED, so if you get blown up before you can set it off, you still lose insurance.)
The other approach, which would allow it to be used with an indy as planned previously, is to have the following properties: 10-20 second firing delay (to give defenders a chance to pop the thing) High fuel cost - 4-5 times the price of fuel for a DD shot for the same damage as a DD, but allowing for variable damage (potentially 2-3x that of a DD in a ship fitted with T2 expanders).
Another already existing suicide attack which I haven't seen yet: Titan supported by a massive T1 frig tackler/EW fleet. Tackler/EW fleet warps to hostile fleet to hold them down long enough for DD activation, DD goes off. Both sides experience massive losses in terms of number of ships destroyed, but the tackler side only loses cheap T1 frigs.
