So let me get this right.
You petitioned Tri under harassment since we're not letting you undock from a station in a region we've laid claim to.
Maybe you intended to post under and alt and mis-clicked and posted under your main instead, thats the only reason I can think of that would explain why you have embarassed your alliance in this way.
I think the directors of CE should take this guy aside and have a word with him. I mean REALLY have a word with him.

All I can say is I hope you petitioned such a ungodly thing such as this... I am very upset that people would do such a thing. Simply makes me sick that people would place a bubble outside a station.

He actually did seem like genuine honest NPCer, who just had a bit different view of 0.0 space than some others of us. You can't learn everything from Eve in mere 3.5 years of gameplay.
To be honest, I reckon his attitude and stance are far from typical D2 fellows; most of them down here seem well fitted to survive in the region.
