Can someone please tell me how is it i can buy a gtc and "save it" so i can sell it on the forums?

If you mean resell a GTC you purchased with ISK, that is no longer allowed via game mechanics. There are some people selling GTCS direct, and bypassing CCP's protection, but if you get scammed CCP no longer reimburses you.

That's partly true. Reselling IS allowed but is no longer fully supported. This means that if you are scammed, the scammer still gets permanantly banned but you may not be refunded the isk.
I've had some chats with Amber Leonne, who is probably the only dedicated GTC reseller in eve at the moment, and they said that the profit they make is sometimes just as quickly eaten up by scams. Apparantly she hasn't made much of a profit overall compared to what people expect.
As for the method, it involves trust. Purchase the gtc using the old method and then set up a sale for that code to a friend/alt using the secure method on the website. That code can no longer be sold on the secure system since it's already for sale. Be aware, however, that it CAN still be used directly to add game time to someone's account. You won't even know as your sale will appear to still be up but if you try to purchase it or you cancel it to trade it to someone else, it will fail.
The only use this has is to verify a code right at that instant. Keep a list of codes and who you bought them off and re-verify a code when you go to sell it to someone. If the code goes invalid, they just scammed you by selling the same code to someone else or using it themselves. File an exploit petition but say goodbye to your isk.
In short, it's too risky to be a reseller unless you have a group of trusted regular sellers or something.

Is it possible to buy GTCs, either through proper online stores, or by using ISK and the secure method and then resell it again?
For example, say I buy codes from a reputable in game seller that everyone trusts, then I realise I dont need it or want to resell it at a higher price, is there anything to stop me from doing that?
Or does the GTC get linked to the character/account that buys it and can only be used to put time on that account?
