This announcement concerns all Capsuleer pilots and civillian captains in New Eden. The North Star Confederation is active and on duty in Providence.
The North Star Confederation is as its name implies, a confederation of like minded member corps dedicated to the anti-piracy movement in New Eden. [NSTAR] formed in February around the Sinq Laison and Syndicate regions. We run on a NRDS policy throughout New Eden and it is our intention to spread security in whatever regions we inhabit for neutral traffic and commercial travelers.
Pirates and other weak opportunists looking to make a living off the hard work of others are being swiftly put down wherever we see them. There is only a handful of serious dedicated anti-piracy corporations and alliances in the galaxy and the North Star Confederation is setting the bar for how the movement functions through our cohesive and potent operations.
Working side by side with our allies while on patrol in Providence, this region will be clean.

Concerning your question in #1., read the first post, as this is our alliance's official statement of our existence to the Eve community, everything you need to know is there.
Concerning #2, I won't address that as it doesn't warrant a direct response.
