I have the same effective standing towards Concord as I have towards the Republic Fleet which is 0.15.... However Concord gets influenced by Connections which is lvl 2, and the Republic Fleet gets influenced by Diplomacy which is lvl 3. This results in Concord having 0.94 and Republic Fleet having 1.33.
Can someone explain why one gets the benefit from Diplomacy and the other from Connections when their effective standings are the same?

Diplomacy should only come into effect if the standing before skills is negative.

Diplomacy: They don't like you, but you over-come it.
Connections: They like you and you supplement it.

Are you sure your Republic Fleet standing is 0.15 and not -0.15? That would explain why it's affected by diplomacy.

Are you sure your Republic Fleet standing is 0.15 and not -0.15? That would explain why it's affected by diplomacy.
Nope they're both exactly 0.15... as I said I don't get it. So it is a bug then probably

You're looking at effective standing, that's after the skills are applied.
So unmodified concord standing is something like 0.1 and unmodified Rep fleet standing will be -0.something. After skills they both end up at 0.15

you sure, after the skills being applied I have 0.94 standing with concord and 1.33 with the republic fleet. (at least thats what my character sheet says)
And I cant have negative standings with the fleet since I've nvr done anyting againts them, they've never been on my disliked by list, and I've done a few missions for them.

Maybe someone in Republic Fleet likes you, but the Republic as a whole hates you.

Deplomacy affects all standings where you have a negitive standing with that faction. Connections affects all standings where you have a positive standing with that faction. It sounds like you have a negitive standing with the Minmatar faction, thus any Minmatar corps (even the ones that you have positive standings with, such as the Republic Fleet) will be affected by Deplomacy not Connections.
