hi might seem stupid but had enuf of lag in motsu etc.so my question is would i notice much difference in lp per mission going to a quality -4.its in kakakela which is a sec of 1

I'm not sure about exact amount, but considering it's sec 1.0 (if I understood correct) it would be at least 20% less if not more (dont know motsu sec rating as I have never run missions there).
If you have acsess to other corps perhaps it would be better to turn on some other caldary corp. Spacelane Patrol and Home Guard should have few nice agents and even some non combat corps have quite nice agents - like Hyasoda (L4Q18 in sec 0.7 giving around 7100 LP max per hardest missions).
And you dont need to work to navy to get CNR. Any caldary corp is offering them as long as you have at least 500 000 LP.

Yes, you will notice a difference. -4 qual in a sec 1 system is not that great for a "main" agent.
I'd suggest changing the corp that you run missions for. There are several other corps with good agents in good 0.5/0.6 systems. That will likely pan out better for you in the long run - even if you have to grind a few lvl 3s first. Plus, you've probably got some reasonable faction standing built up, so it won't be a stretch to start fresh elsewhere.
Spend some time digging through eve-agents.com and you may be surprised with what you stumble across.

I agree with Traak here. Spend a few days just doing lvl3's, dont worry about loot salvage. I spent several days doing lvl3's for Sukuuvestaa in Tintoh. Now the agent itself is crap quality (-18) but the related storylines are for Spacelane Patrol. In the time it took me to get Suuk to 6.7 (needed for their best lvl4/q17/.6sec agent) I took Spacelane patrol to almost 7.0 on storyline missions (Angel Strike at least 3 times).
