A proper fit passive tank means no gank and no tackling gear at all. So what's the problem with it?? It will tank for a bit longer but it can't escape and it certainly can't fight back.
I fly tanked drakes myself and i know that a fully tanked one can indeed tank a carrier, but at the same time it can't kill a cruiser.

I agree. I fought such drakes (and killed) before and yes i was thinking what the heel - this take ages. Those ships don't put out any noticable damage though cand cannot tank you. They are useless for anything but baiting. It hinkt he game has much worse issues then a useless setup that is hard to take down.

ID be happy with jst a boost to armor tanks, us armor tankers cant passive tank 
And it is possible to kill a passive tank solo. (Who doesn't fly around in a blob nowadays anyway?) A abaddon with 8 Mega Pulse II's and some Multifreqency = BBQed drake.

Like all other tank-ships (dual rep scorpion, dual rep geddon/abaddon et.c.) it can do nothing but tank. WHY THE HELL KILL IT IN THE FIRST PLACE?

It is dangerous to no-one but noobships. What he can catch, it can't kill. What it could kill, it can't catch. Where, exactly, is its power except for its tank? Wow, great tank, yeah. Oh-wait!!!
It doesn't have a great tank. It has the possibility to sacrifice everything for a great tank.
Any "normal" fitting that can actually tackle or damage someone, has a normal, above-average because of ship bonus, tank.
Which means, it does not need a nerf, or it would be completely useless. Because then, its "normal" fittings (which are also usually passive tanked) would be nerfed as well. Leave them alone. Go whine about something broken instead. The only use of a drake is surviving. Well, whoo-hoo!! Web it and call your friends, it's not like it's gonna be able to kill you except if you're a frig. Wow, wait, if you were a frig, you'd already be dead against any other battlecruiser.
Overpowered, my ***.
If you want to fix imbalanced stuff, nerf the nos/droneboats.

In my honest opinion - A Passive Drake is great for missions and some beltratting. A Passive Drake sux when it comes to PvP. No real fire power.
I say - leave the Drake and passive shield tanks alone and all of the uber tanks alone. They can't do anything but sit there and pray you don't kill them if you are setup right.

My take on this is that passive tanking is a trade-off. Think of BC's as a slider it can be moved anywhere to trade DPS for Tank.
Think of what it would do to the Caldari pvp (Caldari are terrible in every other aspect of pvp except for the drake, and I have tried everything I can think of) if it was nerfed it would only hurt the Caldari as a pvp race.
Many people argue that a Drake can tank a BS. Well that's because your are spending more on the drake than the value of the BS. I personally spent 150 mil on the fittings to go full tank, that's a lot of money to put into a BC to be only able to tank well. You should be able to spend 300 mil on a frigate and have it tank better than a BS as long as you have the skills.
The setup that I prefer is a 60% tank 40% DPS. It has enough tank to last against a normally fitted BS for about a minute and in that time I can call in friends. It also has enough DPS to kill cruisers and below and mabey assist a corpie take down a BS or BC.
Quit crying that the Caldari finaly have something going for them.
