I do not want to spend lots of time on training a new ship. And I do not want to spend loads of money on implants and consumables. I want a ship that can go as fast as possible without any help from Quafe, implants, gang modules etc. I want cap stable as well. So just the rigs and modules on the ship itself for it to go fast. Of the 3 ships I listed, which one goes fastest with what fitting, and what is the fastest Caldari ship in game with just its fitting? I can fly any caldari ship, and a handful of others. Need fitting, and the m/s. Remember, no consumables, no implants, and must be cap stable.

You can increase warp speed with hyperspatial rigs, you can improve sublight speed and/or agility with other rigs and lowslot modules. You can mix and match. The fastest ship in the game goes 20 AU/sec with no skill or fitting required: https://wiki.eveuniversity.org/Leopard The standard tool for getting around nullsec is a travel fit interceptor, generally fit for maximum agility so they can align and warp in less than 2 seconds. You need to provide a lot more information to get meaningful results - you want the ship to do anything but go fast?

It seems that none of the frigates have enough lowslots/powergrid to fit the oversized MWD along with enough room to get cap stable. In general, Amarr does this rather well due to those factors: grid and low slots. Of course we're talking about impractical straightline fits, but there you go. It's certainly cheaper than some such fits in the past at only 606mil. How you're going to keep links on it is a bit of a mystery, but then it's not like you can overheat forever either.
