Efficiency, atleast in this case, is a matter of opinnion.
Would you say a Mothership is being very efficient when its Fighters are scattered accross the system chasing some target who warped off? Its why a lot of Carrier pilots choose to fit a Disruptor of some description. And as Waagaa says, they ain't exactly speed demons

Tacklers don't get it right all the time. You often fly a BS in a gang without a Disruptor just because sombody else in the gang has one? Its worth it just for the off-chance you get stuck alone and need to shoot your way out.

As for the major thing people are saying, the locking time, one NYX that was in system has about a 20sec lock time on my Crow, maybe less, using dual sensor booster II's im guessing
I get an 18 second lock time on a MWDing Crow with 2x Shadow Serpentis Sensor Boosters. Possible that 1 Officer SB could achive that too, not sure how much better than SS they are... Most MS pilots wouldnt be caught dead with T2 gear fitted, just as a matter of principal.
