Any bs fitted for damage , dampener rigs and 2 or 3 remote dampeners tech 2.Fit a gist x afterburner to be sure you can keep him at scramble/nos range without him being able to target you back.Made 3b with a similar fitting in a week.

If i would find a Raven and have a choice of ships from all the races, i would prolly go for the most logical/easiest choice, which would be an Arazu or Lachesis (preferably Arazu as to not alert your target). Just dampen him, scramble at range and unleash whatever "firepower" you have on it.
Now go to the living room, watch some telli, have a smoke and come back in 5 mins. The NPCs will take care of the real killing.
If the mission is empty however, you will have a DPS problem on your side... but at least you can hold him long enough (almost indefinate if your cap holds up) for someone else to come and kill it 
On the other hand, a pilgrim (though i havent flown one yet) will fare better DPS wise. The combo of NOS and changing the tracking distruptors to dampners will do the trick. Considering that mission running Ravens use active tanks, that'll be one dead

Anyone and their grandmas tier 3 battlecruiser can kill a raven. The question is how much fun is it to use an ishtar, or gank mega, or arazu. Sure... you can get the km. But do you really enjoy it? Try a t1 cruiser... maybe even an af.

But yeah i get ur point. If you want some fun then use something that's really gonna be a challenge. you want the best ship? well any other bs pvp fitted can kill a mission running raven with ease as can most command ships and some hacs and recons. most ships can easily tbh
