I think it is problem of second, third, fourth.... accounts. Most of ppl can pay 15, but 30/45/60 may be too much for many. Also I know quite a lot ppl who refuse to pay monthy fee for online games by principle. 
However, maybe limiting number of "alt" accounts is wanted side-effect, becouse it is very questionable if massive use of multi-accounts is good for game.
But then it also raises the question of fairness - now ppl whine about rich guys having unfair advantage gained by selling GTCs for ISK, how about rich guys having 10 accounts - another unfair advantage bought by real world cash?
IMHO they should just make in-game gametime market, allow players to get sellable gametime only from CCP (can't be imported from GTC) and ban all GTC/ISK sales. Also there should be limit for maximum amount of gametime sold by one account per month.
That way GTC resellers are removed, ISK/GTC/$$$ chain is broken, all sales are easily monitored, price will rise (due to limited availability) and number of alt account is reduced (due to higher price). Everyone wins.

I don't believe that CCP will ever sell gametime for ISK directly. That doesn't make any sense, in fact, it is complete non-sense.  I am willing to put my 100 Million ISK on that, if someone wants to gamble and think opposite.

You will get your ISK if they ever do it. I know what he said, but what Kieron said in his chaotic and uncertain post while he was not authorized to release full details is not that important, what will they do is.
Selling gametime for ISK = providing service for free. Sounds like a bad idea.

Actually it is.  Icelandic currency ISO code is ISK.
