I just finished training up for Battlecruiser II and would like to buy me a Drake for High sec missioning (No PvP right now).
What equipment should I fill that beast up with? Taking into account I just got there and have basically a mining persona.
What goodies should I buy?

i know that's not the thing you want to hear but it sounds like you shouldn't buy a BC at all and train up your combat skills first. i have seen new players rushing into a BC, fitting it with frigate modules and getting blown up in their first lvl2 mission ...

I concur with the above. Rushing forward to a bigger ship is a mistake. A mistake I made myself.
I trained up to a BC within 3 weeks of beginning to play Eve. I thought it was the right choice. I was wrong.
Yes, I could use Heavy Missiles and Medium Railguns. I could fit all the different things to fill out the ship. That didn't make it good.
I thought it was good, but sadly here I sit with 3 months of Eve under my belt realizing just how wrong I was.
I've just recently gotten to the point where my BC's are dangerous. Really, truly a threat. It takes about 2 months worth of training to build up enough base skills to make a BC what it is intended to be.
My honest and sincere suggestion is to sell the BC and purchase both a Moa and Caracal. Learn how to fit and fly both of those ships and use them. Run your L2's and learn how those ships are different and how they are similar. What each is good at and what each is bad at.
Once you've done that for a few weeks, you'll not only know how to fit and use the Drake, but you'll also know that there are some situations where the Drake is still not the right tool. You'll probably need a Ferox for some things.
Finally, not all L2's are created equally. Some L2's will not allow BC's into the mission areas. Worlds Collide comes immediately to mind, and I believe there are others as well.
The first rule of Eve is "Don't fly what you cannot afford to lose". It's a very important rule that you should never, ever forget or ignore.
I believe the second rule should be "Bigger is not always better." Take the correct tool for the job. You wouldn't hang a picture with a sledge hammer. Likewise, a BC is not always the proper ship.

If you just want to do level 2 missions, fill the highs with assault launchers and the mids with large shield extenders, and start shooting stuff.
Level 3s you should wait a little bit until you have BC 3/4 and reasonable shield skills, then see the ships and modules forum.

Like what?
I played for maybe 3 weeks before I got my first drake, then concentrated ultimately on shield and shield resist skills and about 2 weeks later I could fit T2 modules (and during the time I grinded LVL2 missions to be able to afford the t2 modules). Once I put the T2 amplifiers in I could do all lvl3 without too much trouble (except Blockade and Gurista/Angel extravaganza where I had to tread carefully). When I later had salvaged enough to build 3 Core Defence Field Purger I rigs and put them into the drake I had the ultimate LVL3 missionship and could tank the dmg from almost all npc's in blockade.. I had to warp out once or twice since I didn't do enough damage and when I then brought up heavy missiles to lvl4 and put some Ballistic Control System I in the boat it was fairly easy.
The trick is to read up on the missions you are about to accept before you take them so that you know what damage to tank against and other tacticts, which generally means keep the distance at max while you still are new to the drake.
To this date I still haven't flown a Ferox and I'm still working on perfecting my BC skills even though I admit to not being able to keep my dicipline and got the skills and bought a Raven just to have it sitting in my hangar for future use.

If you don't have many tanking skills trained up, be very careful, and remember to just warp out if necessary. Fit the most biggest launchers you can, so either assault missile launchers, or heavy missile launchers. Make sure to fill all of the slots, and trade out missile types based on who you are fighting. I'd work on range skills before damage skills so you can stay out of their range. Ballistic control systems make a noticeable difference. I shield tank, and fill mids with an AB, extenders and one resistance amp which I trade out depending on what type of damage I expect to be taking. -Myra

Ignoring rails completely in favor of missiles will leave you an incomplete player. There is a great deal to be said for that "instant damage" that comes from a good rail ship.
Missiles are good for steady damage, but not for fast damage.
Further, Rails aren't subject to the really nasty defender missiles that some of the more advanced NPC's have and use.
Like I said, it's all about having the proper tool for the job.

And my missile will never, ever miss. Your turrent might, and if you arent in the sweet spot of turrents will miss quite often.
Nothing is perfect. Tell a Raven pilot he needs rails.
But to the Drake issue, the difference between a good Drake and an incredible Drake is roughly 3 mil sp and 100 mil in gear.

Yeah...umm...as I'm pretty sure that lvl II rats do not warp scram, you really don't have much to worry about. By simply fitting the simplest tech I stuff, you will have a decent tank that is more than enough for lvl II missions. Hold off on the level III's though, as they will require at least 500k+ in engineering to tank.
Atm, I run the cheapest setup possible in my drake, Heavy Missile Launcher I, Large Shield Extender I, etc. Granted, I have better skills now, but I can still mow through any lvl III mission with ease. They really aren't that hard.

Remember that Drake has 5% damage bonus using Kinetic (Scourge Heavy Missile) per level in Battlecruiser, pretty soon you only need scourge and not the other types, in fact already at the BC level above the one required for Drake I noticed that Scourge does more damage than the "damage-type-to-use-on-the-target" missiles do. And as a side bonus, Drake also gets 5% damage resists per BC level as well.
