Nian Banks, what I really want to say is that creating a new tech2 ship with 2 (or even 1) more slots than Combat Command Ships have is not a very cute idea.
If CCP really wanted to blindly make each tier more powerfull than the previous one, than they would have made Abaddon with 8 lows etc.
Btw, yeah, I do want new shiny stuff and ships, but I'd more likely vote to see the pure 'new is always bigger/better' approach to be executed with tech 3, not with different grades within the same weight category.
It's beyond my mind to see how the implementation of new solo pwnmobiles would help the EVE. /me looks at the combat tech2 Hurricane above and shrugs. Fit full rack of arties and go pwn everything with dual webs - how this won't be imbalanced?
Proposed vessels aren't even obliged to be fitted to perform their actual role (tracking disrupting or whatever), but the amount of mids they have in conjunction with other nice stats will just make several current ship classes useless or next to it...

It pains me to accually have to spell this out but have you not seen how strong force recons are at cruiser class and how strong field command ships are without a cloak and nos bonus. Imagine the fun when a bc uncloaks 2km off you and cleans out half your cap in one horrid swoop, seriously no, go home, lie down and go to sleep.

If they were to make Tech 2 Tier 2 BCs, I would rather see them take on a completely new role. The Recon thing has been done already obviously, and I think that giving recon ships anything bigger than a cruiser hull would make them overpowered.
I'm thinking "ships of the line" for fleet battles with range/damage bonuses (maybe sentry drone range/damage bonuses for the T2 Myrm) to make them viable in fleet combat versus battleships.

tempting, awful tempting, but I gotta say no. even bigger super BC recons is just a bit too much "pwn" in one place at a time. would rather see an advanced Logistics ship (more Logistics then current COmmandships)
something like a Slightly buffed tank/resistence backed up by racial tanking bonus for the BC skill. Add a small corp hanger *with the refitting effect* for ship storage and for refitting (enough space to hold maybe 2 frigs/AFs, enough corp cargo to let them hold 600-800 worth of modules and supplies)
tone down damage output by having only a few turrets/bays and give bonus for remote reppers, etc. gang-links a possibility?
decent tanking supply/repair ship that is manueverable and portable to any area. able to help pilots swap fittings or retrieve a small spare ship to get home or get back to the fight. basicly a mini-carrier without the Fighters and Cyno
been wishing for a ship along those lines since day one.

What exactly would this add to the game? We already have recon cruisers, we already have command ships, we already have heavy assault ships. What these ships basically would do is outclass all three aforementioned... in each of their terrains. What this game needs aren't more solo-pwn-mobiles, this isn't a single-player game coated as an MMORPG. I am all for more ships, but not if these would be it. What this game needs isn't jack of all trades ships. If there are really jack of all trades ships they should also be master of none, so generality would be their speciality. T1 ships are usually the "general" ships, in that way that they are a lot less specialised/geared towards one way of fitting than T2 ships. T2 ships have always sort of filled a kind of niche/gap like thingy. Highly specialised, but in the grand scheme of rock paper scissers still easily countered. What you basically suggest is a game of rock paper scissors with a fourth element, call it fire, that can kill all those elements. These ships would be a lot too close to an I-win button in EVE IMO.

It's bad enough we've gotten the 'bigger HACs' that we weren't going to get, could we please not get bigger Recons?
Oh and nice Amarr Recon BC, really. It's not like the Curse is a stupidly overpowered ship, lets make one that can fit EIGHT NOS (unless I've missed a blog stating that utility slots are being made, it's going to fit 8 nos). 
Or seven nos and a cloak? You are insane.
And stop the kinetic-only hate for Caldari. A damage bonus to a single damage type is nuts.

Why would it fit 8 nos? It has only a 25m¦ dronebay according to the given sketch, so how would you kill anyone without guns? In a gang yes it'd be deadly, but who likes to fit nos only and make no damage? I guess next to nobody.
Please have a look at his hurricane if you're looking for ownage. It has the web bonus, (so can control range totally against most enemies) does hefty damage and has 7 med slots so it can pack 3 damps, injector, web+scram, mwd.
Now tell me smth. bout overpowered harbinger - just lol. Its quite apparent you've never flown curse/pilgrim otherwise you'd understand how much this pseudo-recon-bc would suck donkey balls. How can you even compare it with the curse? That's so laughable - omfg. Curse has a nos *range* bonus and it has 6 meds - not 4. What you gonna do with 4 meds? recon it up? lol. Try to fit a pilgrim and you'll realize you are hard pressed to make an effective fit with even 5 meds.
Apart from that - signed recon bc's are not a good idea. They'd be overpowered for sure and we don't need it. I just can't stand people seeing a drain bonus and wet themselves over it only because they've once been pwned by an amarr ship. *sigh*

Suggest one yourself, part of my reasoning for these things is that they would implement tech2 battleships at the same time.
There was one thing I was thinking of, and thats leaving the resists the same as tech1 and increasing the cpu/grid usage of the ewar modules the ship uses. By say 50% That atleast should stop people just filling them full of the modules.

been wishing for a ship along those lines since day one.
That sounds more like a job for the battleships to fill. Would be sweet. and give them frigate sized fighters that are like 100m3 each. Not too sure about refitting but definitely allow it to have a couple of frigates or a destroyer docked and allow repairing and ammo resupply.

Hrm? Sweet idea, would have to have a negative to normal drones, such as - drone velocity or some such.
Perhaps combine it with a Spine Gun Ship, so that it had 5 sentries (with bonuses) and the ability to fit 1 capital turret + a few med turrets.

so.... you want a ship that can cloak and when it unclaoks kill enything exept a carrier and then cloak again.
some ppl dont think through about overall blanace... sure the 4 ships of that type might be balanced between themselves but over all picture.... most overpowerd ships ingame you could possibly immagine.

I'm sorry, I thought that but biggest best and highest tier/tech was meant to mean its inherently more powerful than other ships. Must have been my imagination, perhaps as I said before we should all revert to rookie ships, because anything larger will pawn it every time and thats just not fair on the rookie pilots.
Oh but perhaps you believe its overpowered, well thats easy fixed, for the cloaking version do a negative to damage done and for make all of them have the old t1 resists, not increasing their tanks at all.

You know what I really think is going on? People just really like the teir 2 BC hulls and are looking to make similarly sexy ships.
Don't get me wrong, I love the myrmidon, drake, and hurricane hulls too, but horribly unbalancing the game is not the way to get more of them. __________________________________

The way the stats are laid out here, no, very bad idea. T2 Harby with TD bonus... ugh...
In principle there is an argument for recon BCs, mostly related to the fact that there are assault BCs (better known as Command ships). I can remember when I first started that the fact that the "Assault" training route had three and the "Recon" route only two was a downside. Of course, having played for a while now and realising how the training interweaves between the various T2s, that thought is a little irrelevant...
However, there is an argument that there is a hole in the T2 market. A few fun facts, starting with a similar situation...
The almighty POS is an absolute ***** to deal with for a small corp. Some friends on Sisi set up a POS and then attacked it with BSes - it took over ab hour to even begin to damage it properly. The moving of the 'combat platforms' outside of the shield does even the playing field a little, but dreads are still fundamentally needed to deal with a POS with any kind of speed. Hence, I'm of the opinion that T2 BSes are a good idea - a Dread is a ****ing nuisance to move around the place, very costly to outfit and requires fuelling. Pretty much every player I know has been put off capships because of this last detail - an excellent balancing job, but nevertheless a kick in the face for any small corp that for one reason or another cannot afford to run a capship. Stick a BS and a Dread into EFT - fully tanked, a BS can get what, 200k or so effective HP and maybe 300-400 tanked DPS? (Probably wrong, don't have it on me ATM...) A Dread without fittings still has 800k effective HP, and with a seige module and capital repper, can tank something like 4000 DPS. (Again, rough figures.) Even if my numbers are really vague, you can see the gap, there is room for a T2 BS.
Ok, I've been going off topic a bit there... but trust me, it's relevant. In the same way that a T2 BS acts as a new tool for small corps to have some heavy firepower available, a new T2 BC could provide a similar tool for coping with large gangs. Consider - a BC with a lot of speed, some ewar and DPS, but crap tank could be a very useful hit-and-run device. In large battles, they'd get primaried and obliterated quickly, but in small ones a small group of them could nicely handle normally superior opponents. If they get caught with their pants down, however, they're just as screwed as a normal recon would be. How you'd manage to this is a point for debate - most likely take away a lot of shields and armour to make up for the speed boost/mass reduction/both.
A few thoughts to consider... feel free to correct me on any points.

IMHO I think CCP are going to utilize the gang-boni of BC-class ships even further in the T2 recon versions. I suspect they will have lowered damage potential, perhaps increased tank, the usual gang module and repper boni, as well as ability to fit Cov ops cloak and I would not be surprised to see a new set of boni bringing EW as an option, so that these ships either use or support each their races respective "EW", e.g.damps for gallente.
I also think this is where the 2 new ships will come, as gangs and fleets in Eve are ever increasing.
T2 BC recon:
Hull: Myrmidon
class: whatever sounds right
boni: 37,5% rep amount (BC5) 50% drone damage 99% cpu reduction for warfare links can use 3 warfare links simultaneously
class skill bonus: 96-100% cpu reduction for cov ops cloak 10% increased damp efficiency (both drones and modules)
200 m3 dronebay, bandwith to launch 5 heavy, 7 medium or 10 light drones
7-7-7 layout with 5 turret hardpoints.
Just a thought
