If someone anchors a container in the vicinity of the moon - does it prevent you from anchoring your pos there?

Yes... but that is considered an exploit and you may petition it.

That was my favorite tactic in WarCraft (PC Game not WOw k.) and AOE :)

You can do it anyhow. POS will just deploy 150km from secure can, did this a month ago.

Not realy....
POS are now anchoring in the middle of grid... so it is possible to others put only 1 container and try to block anchoring...

It's possible, but it's considered an exploit. If you petition it, a GM will remove the container.

They have 500,000 HP each, and an industrial can deploy several in one trip. In high sec, there's no way to destroy them before Concord shows up. In short, this is a highly effective stalling tactic and deserves to be labelled an exploit.
I wonder - do people ever use this as a sort of 'scorched earth' tactic? i.e. hanging around next to a dying POS in a cloaked industrial with a hold full of containers? The uses of POS in high sec aren't as location sensitive as moon mining POS's :D Unless all the moons were already occupied in a high sec system, it'd be easier to deploy at another moon than mess with one that's already taken.
