1-2 nos is sustainable. 6 nos however, on say a Myrmidon, is too much to handle with cap recharge alone.
At least, the regular setups. Normally when you neutralize all capacitor regen of your opponent I'd say, well that sucks. But we must remember the other part of the story:
The Nos-dude gives up his highslot resulting in less damage from guns or smartbombs. He may give it also up for say a cloak, remote repairer (not used that much in small gangs, but amazingly useful) etc.
And
The nos'd-dude should have forseen this. He either uses stuff like cap rechargers, batteries, relays, whatever, or a cap injector (1 medium cap injector gives more cap than 6 medium nosferatu).
The fact that natural capacitor regeneration is neutralized by nos is simply because the capacitor regeneration was probably quite weak already. If one takes away from his tank or tackle, or even if he doesn't, you can boost capacitor regeneration to withstand nosferatu. He didn't, while the nossing ship did give up something, his highslot dps.
There aren't many ships, none actually if you ask me, that can truely perform well in every situaton, against any type of ship. Some do great damage, but are too slow to go against nano ships, some have a great tank but drones for damage, which can be killed, some can gank and tank, but run out of capacitor... That's the way eve is. You are allowed to fit your ship, and wether you fit it to withstand nosferatu and give up something, just like a nosferatu opponent gives up high-slot damage and deals with quite harsh nos-fitting requirements, or you do not give up anything to deal with the nos and die, that's the way eve is.
I mean, really what's the point if you can regenerate capacitor anyway. No real point in nos.
It's quite a big blow too, on paper the numbers you describe with a 10second cooldown would decrease the nossing power per second by 52% already. But what's even worse, is that it will practically be far worse. This situation will happen: Run stuff for a while while getting nossed. When the fight is at the point you have 0 cap, you wait for the nos cycle to end, run all your stuff and leave him without capacitor.
This lets you run quite a bit of stuff, not everything, but quite a bit, while he gets very little, if any capacitor. While still giving up his high-slot damage.
Now this isn't all of it of course. I do agree that there's setups that rely on drone damage, able to get a whopping 475dps (perfect skills), 400-450 average, in ships like the Ishtar or Myrmidon, with an insane Duel-rep tank with T2 resists/35% rep ammount bonus, with no real benefit from the highslots anyway apart from nosferatu.
But I'm just saying, there are ways to combat nos, popular cap injectors, and the various capacitor recharge and ammount modules. Cause ya know it's quite a big you're suggesting, ususally when the opponent reaches 0 cap this means there's 0 cap going to you, but that's okay, because he can't repair damage, and that's where you'll be getting the advantage. A nos Myrm vs a Blaster Myrm will mean this, the blaster Myrm will be killing faster, till it hits 0 cap, the nos Myrm will be dead more, if not already exploded, but the blaster Myrm is not gonna be able to rep. What you're suggesting is that the popular cap injector, that is at it is, boosting more capacitor than *6* nosferatu modules can drain away, is now able to sustain under more than 12 nos, and when it is absent on the setup (though very popular), the blastermyrm will still be getting more damage troughout the fight cause it can power its weapons for *atleast* 10 of the 19 seconds, and prolly get a rep or two in as well as the nos is cooling down.
