Is it possible for a carrier to assign his fighters while he is inside a POS shields?
I know that it used to be possible, but I heard that this got changed a patch or two back.

no, its not.
and if it is; its an exploit.
carriers are supposed to be on the frontline.

Says who? some carriers are just as effective sitting in a safe with gang modules running and assigning their fighters to gang-mates.

Carrier used to be able to do it, from like 1 or 2 patch ago now is impossible.
I always assigned fighter from inside pos shields, but now i must stay on the border of the shield under the cover of pos weapons, at the same time this prevent me from defending a pos beign inside it and giving fighters to external pilot for erasing the attacking fleet.

If you have the "Starbase Tactical Officer" skill, I think you'll be able to defend just fine outside a POS's shields when Revelations 2.0 goes live. 
Carrier being able to control up to 5 POS weapons batteries outside the POS's shields. You can remote rep the batteries to keep them alive, while absolutely chewing up the opposition. 
This new skill will open up a whole new avenue of POS defensive tactics for Logistics Ships!  __________

No they're not. Want proof? 9 carriers on the enemy team sitting inside POS assigning fighters to support and not getting on any killmails!

People are used to assign them to frigates or fast locking stuff, this is wrong.
When the controller die the fighters go back to the carrier and they warp, so they waste time, when they are back the carrier pilot must re-assign them and they have to travel another time on front-line, this can take 2 minutes and in fleet battle losing the first 2 minutes means you already ****** up everything :)
A nice attempt that i made was assigning fighters to sniping battleships, tell to the controllers to make fighters engage the gate, so they will be near where the fight will occur.
In this way snipers can even defend themself from what is hammering them from distance and in extreme danger could wait that minute or so that fighters need to go back on sniping spot (like if sniping group get caught by a dictor.
by the way, if the chance of enemy bringing cyno gen with them (from intelligence on theyr force and available pilots) i always warp my carrier directly into the fight for providing repair and direct firepower, if i get jammed/dampened then i assign fighters directly on field.
Another point is try to avoid sending fighters on stuff that don't have points on them, otherwise the target will warp away and your fighters will follow him, this is good for trying to "finish" the enemy but remove your fighters from the front line for 2 minute or so.
