How about a simple gender reassignment? That happens almost as often as plastic surgery (RP for portrait swaps).

Changing races would be silly. People would just choose the race with the best starting stats and then change their race to whatever they would like. That sort of defeats the purpose, and ruins the game for many, many players who have chosen a race with weak stats for their appearance/RP capabilities/factions and have basically played with a handicap in comparison to those who have had it easy since their starting stats and then just switch races. Not to mention it screws up the entire bloodline/school selection too.

I don't think changing the name is anything relating to this. Changing a name is just changing an entry of the DB number belonging to my character - the name of that character is just an attribute of it. Changing stat-lines - yes, very open to abuse because you just min/max for whatever you are currently training. The first is cosmetic, the second isn't.
I didn't say changing a character name would be a difficult process to institute, only that it is doubtful such a service would be offered. Players build up reputations with their characters, the character name is a unique identifier that binds the reputation and history to the character.
then why are character sales allowed at all?

DNA Mutator:
Migrates an attribute point from one attribute to another, this process takes one week to complete.
Available in game
Cosmetically Altered Clone:
Changes your portait to that of one of your alternate character slots, standard price is charged for an appearance change, whereas more is charged for a change of race or gender due to the ammount of genetic tinkering required.
Available from account services
No character regret, powergamers are happy, immersioneers are happy, and most importantly Im happy. 
Would be nice if the database could be changed to reflect the character change, but even just a cosmetic change would be nice for a lot of people and DNA mutators would be a godsend for those who thought a high charisma and low perception would be a good idea.

You are a community manager, it is not your job to tell us no on anything.
It is your job to take our ideas to the development team and then get back to us with answers.
You are not a developer so don't tell us what it would require, because it's not on the phone number list you were issued.
