I'll give you a little hint, as you seem to need it: a lot of pirates are doing that in the Deliverance area to confuse the local non-CVA defenders and avoid getting shot at.

As you keep crowing about this the reasoning shall be layed out *again*:
VV declared war on SF in reaction to the wardeclaration on PIE. After a while the Amarrian block had you pretty much locked down in Amarr Prime, where you either refused to undock - excuse me, 'spent freetime at your leisure' - or zipped around in Interceptors only.
At that point you very apparently no longer posed a threat, were under tight control by a number of other pro-Amarrian forces and simply did not warrant spending 200 million ISK per week to watch you either in station or avoiding the pro-Amarr forces in Interceptors.
And now watch the forum ganksquad come in to refute it all - round and round and round we go...
