I do hold to the fact you do stupid things, you get stupid results. However, I do see where people are coming from about this whole HighSec/CONCORD thing. If you can't go through SAFE SPACE without getting killed or at least people getting reprimanded, then WTF is it there for.
The reason for HiSec is to give new players a safer environment to "Catch Up" with the older players. And anyone who says contrary is a Noob hater who wants to control everything instead of giving everyone a fair chance.

People do get remprimanded in highsec, they lost their ship guaranteed if they engage in criminal activities -

That might have been what was intended, but these days a lot of players never even leave high sec. Ever. They grind missions or mine, and when they get the stuff they want, they quit. Eve is different to alot of other games out there because you can spend the entire game in the newbie areas and still get lots of money and gear.
I can fully understand people suiciding other people in high sec. Personally I dont very much feel like going to low sec or 0.0 either these days. Either you spend several hours trying to get a fight, or you die instantly in a gank somewhere. Its pretty boring, and compared to that, suicide attacks are fun.
Eve is meant to be played in a corp with other players, but there are lots of casual players who dont play a lot. I think those are the ones who enjoys quick ganks and making suicide attacks.

I suppose you're right. Too many people want to just sit in HiSec for the rest of their career. I guess I'm looking at it as a stepping stone because I DO want to PvP and get out into LoSec once I am able. Wasn't thinking of all these other people that are lamers who come into EVE thinkin it will be easy.
I've been playing for about 1.5 months. I knew the game wasn't easy, but I didn't realize how long things would take to be good until I setup my skills in EveMon for a recon ship. 78 days, just for the ship. Not including good support skills. Sometime I get discouraged at the time it will take to amount to anything and REALLY be able to PvP, but then I look at it, mebbe someday I will make a name for myself in EVE and it could be worth it in the end.

Yeah, everything takes a long time in Eve. But I would get out there in low sec right now if thats what you want. You'll lose less ships later by wasting a few rookie ships out there now when you dont know a lot about the game. --- Eve Wiki | Eve Tribune |

What you said might be remotely true if , they didn;t get paid insurance, and the REWARD for doing so was being able to loot stuff that far exceeds the value of the ship(s) they lost. So the reality is people get REWARDED for doing it not penalized.

The thing is that noobs can catch up, because a noob won't have (or shouldn't have) anything on them worth suiciding. If they do get suicided, their reaction to it will decide if they can actually live in this game happily or not.

Ganking in hi sec and getting your ship blown up is fine I guess.
But Being afraid to go to low sec and defend your self by shooting 1st and or helping a m8 out by not waiting to get shot at 1st is lame.
Get rid of sec status keeping you from going back to hi sec.

Empire was never intended to be totally safe. Concordes job is to obliterate the criminals which they do very well. Maybe they could ammend the insurtance so that criminals don't get any but other than that, wise up and play smart.

No. They don't negate the comment. You do get reprimanded. Your ship gets destroyed almost immediately and you take a security status hit. Please direct your attention to the whine threads about how annoying it is to try to get sec status back up.

Hi-sec's not a "noobie area." EVE basically has no noobie area, just a 5 hour tutorial . There's nothing wrong with always playing under the watch of Concord so long as there's an understanding that they aren't fallible.
