okay hey everyone i have a little problem im trying to get on the test server but it says no there is no 32271 parch so i go to install a new one manually so that i could play. after it said select your eve folder i did and i didnt install saying they couldnt verify my patch number
Any help would be appreciated

I had the same problem, if you have the current TQ build installed already copy all the files into your Test server directory. Restart EVE using your Test server EXE and it will now auto update.

This happens way too often.
Every week I have to copy my TQ client to my test client because I missed a few (read 2) patch cycles and now there's no patch for my 3-day old client.

We update the test servers at least twice a day when doing the testing on a new release (internal servers get 1-2 a day minimum, Singularity the last 'stable' test build). We try and keep a backlog of test patches going, but it simply isnt feasible to build test patches back more than 4-5 days to a week. In the case of the original poster, 32271 is older than the current release build and we do not build test patches that far back.

Are you just using the date? Or the actual number of published patches that has been since the time?
I've experience the problem a few times, where the patch I had had been on the test server for a while. And while I'm on nearly daily there still wasn't a an upgrade patch. There are usually a few for some versions between my patch and the new one. But those the server didn't run with very long (a couple of hours at most I would guess).
I would suggest you revise the length of time / number of versions you go back.
That said why not have the patcher able to use multiple patches. So that you can re-use older patches.
