Actually quality has to do with standing increase only.
The quality = higher ISK is a long standing EVE myth.

You're either misinformed, or intentionally spreading misinformation. Quality does mean better isk. The agent rewards improve as quality goes up. This is one of several reasons that high standing with a corp/faction/empire is important. ___________________________________

what would be better to do? Lvl 1 agent that is pretty high quality, or lvl 2 agent with pretty low quality?

Level 2 with low quality. The level <> level difference is much bigger than low qual <> high qual difference.

*sigh* ... To me that says that agent level plays a bigger role and quality dosent really play significant part at all. Thats is how I interpreted the paragraph and I belive that is what the author intended to get across.

Yes it does. Agent level plays a huge role on rewards. A Level 2 agent, quality -20, will give far far more rewards (isk, LP/RP, standings) than Level 1 agent with quality 20.
There is simply no comparison between levels. Higher level will always be better.
However quality plays a big part in the rewards on the same level. Rewards also depend on the agent location. Low sec agents will give out more rewards, and 0.0 agents can give almost double the rewards of their Empire counterparts
