hello. i am new :)
i am playing for about 7 days now and i have got a rifter.
my rifter fit is the following:
in the highslots:
3x 150mm Autocannon II, 1x Arbalest Rocket Launcher.
loaded with barrage or hail or emp, and thorn rocket unit.
in the midslots:
1x Cold Gas Archjet Thruster, 1x Patterened Stasis Webifier, 1x Warp Scrambler I.
in the low slots:
1x 200mm Rolled Tungstan Plate, 1x Small I-E Poloraized Armor Repairer, 1x Collatoral Gyrostabilizer.
and with my afterburner i am flying 920 m/s and my guns still hit ( npc's )
i have 800thousand points in gunnery all in projectile small turret.
the rifter has 975 hitpoints on armor.
now the question is:
can i do piracy with this rifter? is my skillpoints enough to even take on anything?
and what i want to try to is that mining barge in hgih sec killing, i checked the market and MAAAAN these barges cost a lifesaving i can tell you, so maybe i can ransom one for 4-5mil and buy a good cruiser in a few weeks?
maybe you can help me pirates!!!

rifter is a great frigate a killing machine of a frigate i had a lot of fun in mine and to answer your question on rifter u can kill targets all the way up to cruiser and stupid or noob bc pilots so have fun on it either flipin some cans or goin low sec.

Rifter is pure awesome and you pretty much have my standard setup right there, I would train for a MWD if I were you, allows you to get onto your victim so much quicker.
I love the rifter for solo/belt work, more people are inclined to engage you in a small tech 1 frigate than if you flew anything else.

You will probably have cap problems running the afterburner, web and scram at the same time as a 7 day character. I would suggest training the two cap skills (energy management, energy systems operation, under engineering) up a bit - and maybe a capacitor power relay in the low, though it sucks not having a damage mod too.
Edit: training propulsion jamming up another notch will help your cap as well :)

okay. i will train these up, ure right in the fight against the covetor ( he had 2 wasp drones of the heavy class ) i ran out of cap because i wasnt able to run ab + web + scram .
but only scram + ab did it too :)

=) thank you misses. but the expanders ( im sorry these are beta hulls ) are worth 10mil together too.. i love this kill, i will roam around now again, im coming back with a new killmail soon i hope :P

As someone mentioned before you may have cap issues, what I would do is swap out the rocket laucher for a small NOS, and you be better off cap wise. But you have lower DPS but thats up to you.

Well you've got about 4 times the skillpoints I had in the video in my signature, and T2 guns, so yeah, you're more than ready 
edit: if you're using a rocket launcher, a cap power relay in place of the gyro is absolutely necessary to your survival. If you use a small nos, a damage control is my module of choice for that slot, but I have used a gyro there many times.
And by the way, I rule you.

The new charecter starting templates must be really good if you have the skills to fit all those modules within 7 days of playing

Osoggur eh?? Best to keep out of Amamake for a spell then or your liable to lose that ship real quick, not a threat just some friendly advice
On another note though you could always find some PVP'ers to fly with in Ama aswell, just chat some up in local they can show ya the ropes. Or join "DAM-US" local, plenty of chaps in there to talk to....best of luck to ya, welcome to PVP

btw:
someone explained me why these mining barges are flipping cans when i do it
he said that theyre looking at me like a noob lol... well i love the convoes after the fights anyways ^^.
