I've noticed that NPC pirates and such have custom paint schemes on their ships. For instance, the mercenary fighters are kestrels with a cool looking flame type paint scheme. I think it would just make the game a bit more interesting if there were custom decals and colors on player ships. The only problem i see with it is that people would have to download the new textures every time they see a ship and the cache size would grow a lot faster. If this is at all considered, i would be pleased.

Some way to change your paint scheme from a limited selection should be in at some point.
In the resui.stuff:
res/ui/Component/Station/Paintshop
LayerColor:
Black Plain
Gold Plating
Gray Blue Shade (That typo is in the file)
Grey Paint
Lead
Luminant Blue
Luminant Yellow
Military Grey
Orange Dangercolor
Red Shade Paint
Silver Plating
Thin Black
Thin White
White Plain
Yellow Plain
Though I'm sure those colors will change if/when they put in the paintshop...

This actually is already implemented. Back in the EARLY days of the beta, you were able to change the colors of your ships. However, they took it out. Whether it be performance issues or what not, they had a good reason to take it out.
However, good news is that according to a dev chat, they are going to maybe include it with shiva.

That's one of the tings I've been thinking "why isn't that feature included" about... Would give the players better ways of feeling "unique" (even though there will probably be people with similar/same design as you).. at least it gives some more sense of personalization

Would be very cool indeed.
Though, I remember the devs saying (in the latest CSM??) that they have tried it but due to performance issues the feature was hold back.
I do believe that we will see such a feature eventually ...and my rupture will be evil-black
........

Given that they mostly use American, rather than English, in EVE, I'd guess Grey is the typo.
