can someone tell me how to fit a helios? Its purpose is mainly for recon and EW support for small gang in pvp

Use a Taranis/Ishkur for Pvp if you want to use the gallente T2 frigates for PvP 
The Helios is only good for probing and scouting - its a no-no to use it in actual pvp

Not true :)
If you don't fit a cloak, you can put two rails on it, some damps, a 24km scram, an ab, some beta cap relays in the lows and some (expensive) cap recharge/amount rigs in the rig slots, plus one thermal drone.
Then fly around and try to solo cruisers lol. It's crazy and expensive and not very effective, but challenging and fun. 
Because I said so...

If its support for small gang then a probe launcher will be very useful, after that if you want to come uncloaked and help gang activly then you can fit a scram and damps to either be primary tackler or just help once your gang arives.
Also if your still gona hang around after that don't forget the oh so important thermal drone =)

For normal Purposes, a recon probe launcher, a covops cloak and a bunch of overdrives would be enough.
I once came into a situation where i wished i had the following fitting, that was when we couldn't catch a stabbed up viator, because it did 1500m/s, and me and a ceptor pilot without a webber were the last frigs in tha gang that night.
