Ok - time to be constructive. This has 2 parts you can answer one or both parts.
1.) You can pick one class of ships or all of them but how would you balance a class of ships? Choose from the various races or just one race and balance the ships.
2.) What ship do you think is balanced or would you consider to be a good balanced match up?
I ask these two questions for those of us that keep hearing the word "balance" to understand better exactly what the rest of the community is going after. For my lack of knowledge I feel as if all ships are balanced in that they each perform a specific role.

In general make Caldari and Amarr "more" viable in solo pvp, not that they arent viable atm, also would bring some of the AF¦s in range of others ( gallente Being the kings of AF ) :)

Ok - how? How would you "make Caldari & Amarr "more" viable in solo pvp"?
What is wrong with the AF that you need to bring them in range of others?

For the Caldari:
1) More speed and agility. For a race that by the storyline beat the crap out of a less mobile Gallente fleet with small one man ships, the tables there have certainly been turned on their heads with hyperfast and agile Gallente going against virtually immobile Caldari weapon platforms in the game.
2) Better weapon tracking speeds on railguns. There's entirely too much focus in the Caldari arsenal on the extreme ranges. They need a Battlecruiser and Battleship class that can engage well at 10-40km range. They either fall way short, or go WAY over... Caldari ships are entirely too vulnerable in close range fights compared to other races, and need too much support to remain at their optimal ranges with the ridiculous clumsiness of their ships' agility.
3) Railguns. The railgun skills that interlace all four sizes of railguns into a long string of requisite training completely hamstring Caldari gunnery pilots to no less than five months of training before being able to use their largest weapons effectively. A missile user can train the general skills, then pick which particular types of missile launcher he wishes to take to the Tech II level, where a gunnery pilot has to have them ALL at Tech II in order to fit up his battleship.
4) Tackling: The conflict between tackling modules and shield tanking modules is creating a serious lag in Caldari ship functionality. One possible fix for this would be to move the passive, non-capacitor draining, resistance modules to low slots, leaving the active hardeners, extenders, and boosters in the midslots. Its a weaker shield tank, but it opens the door to allowing Caldari ships to have effective tackle set ups.

My dear Caldari friend, you have it all wrong. In major engagements involving large fleets the Gallente most certainly triumphed. The Caldari however were effective in causing terror, if not damage, with their frigate raiding parties. Much like how the Crow or Condor of today operates.

I'm pretty sure an Ishkur's DPS can down a Jaguar. My jaguar has 75/60/66/60 resists and 33hp/sec regen at peak with 2103 shield HP. (Passive setup) My Ishkur can dish out 77dps vs those shield resists and would eventually break the peak regen.
It would be a pretty good fight, and my Jaguar would probably beat my Ishkur since my jags DPS vs Ishkurs armor is 75 and the repper wouldn't keep up. And my Jaguar has a much nicer Shield buffer than my Ishkur's armor buffer. I think my Jaguar would simply outlast my Ishkur.
At anyrate, thats -my- two setups vs each other. Your results may vary but an Ishkur is quite capable of downing a Jaguar.
And to help balance AF's I would give them a smidge more shield/armor HP and reduce their cost significantly.
I'd like to see the proposed changes to Nosferatu's (the Sig radius effectiveness or the % capacitor of target compared to yours) That would go a long way to helping all frigates in todays PvP environment.

Hmm, very interesting. I see people saying nerf or the game needs to be balanced so I ask the question how would you balance and I get very little input with one person explaining saying how Caldari as a whole could be balanced with others and another person explaining how AF could be better balanced.
Now I know there are more than just these 2 items that could be improved upon for balancing. Come on - think & be creative - how would you balance the ships, the races, or the modules?

as I see it, everything is quite balanced. The Noz need a change and Amarr need some sort of boost. their damage more focused on thermal has been one sugestion.
Caldari need at least one ship that can easily be fitted for solo pvp. This one is a little harder... either you have to make a supertank so you can sacrifice a lot of it for the standard 4, or you might need a ship with a few more lows. I really dont know what they need, as i only fly matar ships.

Give AFs their 4th bonus, and reduce their masses to be more in line with their T1 variant. -
