I just started a Minmatar character and bought a Rifter. How do you folks normally deck out one of those?

Rifter's are best going fast..train for MWD and you can go 2.6 m/sec with cap relays or power diagnostics. Then use 2 launchers with your favorite missles..and whater 2 guns you can fit and you are set.

I assume you'll be wanting to fight NPC's. For PvP you should grab a Breacher and get up to cruise missile skill and then speed speed speed.
The main thing is you're going to run into grid issues constantly. Train up engineering. Really the best beginning setup would be 2x 280mm's and a couple of launchers. Eventually you can get 2x 280mm's and a 150mm (maybe just 125mm, it's been a while) railgun on along with a defender launcher. Low slots will be reactor control units. Medium slots will be an afterburner (MWD if you want to sacrifice some shootiness) and a shield booster.

The Rifter is a great ship first for its speed, then for its punch. It's a decent ship for a newbie, but it gets much, much better when you get a couple million skill points trained. Gunnery, missiles, electronics, engineering and navagation all make the Rifter more dangerous.
Other than a MWD, there isn't anything that's standard on a Rifter. Guns, missiles, and whatever you think's best in the 1 mid and 2 lows left.

3x 280 Howitizer w/ phased plasma ammo 1x small shield booster 1x gyrostablizer 1x cap relay..
Its fun taking on 15ks with this, just watch your boosting the cap recharge isnt so great.

Thanks! I am kinda surprised by how badly topped out the grid gets when fitting 3x 2800 howitzers.

Aye, frigates have very poor powergrid, its pretty sad.
Even one MWD eats 45-50% of most frigates grids, hardly what it chews on a cruiser/battleship.
There are some +10 powergrid modules apparently, not +10%, but they are rare, and would probably cost a pretty penny.

im normally flyin around in cruisers now, but i still get a kick out of flyin my old rifter or merlin .. when you get good enough in them, you can hit some 30k+ rat camps, but the most important thing when fighting in a frigate against 15k+ rats, is RANGE .. you dont want to get up close and slug it out, you want long distance especially if you use lasers or even rails so you wont be taking the big hits and run out of cap and not be able to shield boost .. my setup on my rifter atm is 2x 280mm proto cannons 2xM12'Limos' launchers with heavy missiles(cruise in cargo for any player pirates)/ MWD/small converse shield booster 2x power diags(helps put back some of that stolen cap and shield that the MWD steals, and gives a little cap recharge bonus)... <- this is an advanced setup with hard to find weapons.. most likely you would have to replace the M12's above with A3 assault launchers and use stock 280 cannons(buy and train rapid fire to speed up them slow suckers)
