Great Idea, I get real lonely mining jaspet in low sec, if concord spawned in low sec there would be lots of mining buddies there...but then we would all be afk using macros.

I'd say its not a bad idea if you limit the number of navy in the system, the lower the sec status the less navy and the slower they are to respond. And they should drop tech 2 exotic dancers!

And only peopel with the pvp button on can fight each other. Except if they agree to a duel that is. Oh wait thats WoW right? Better yet:if your so scared of mining in low sec find a decent corp to protect you. My main's corp mines in low sec but are skilled in combat as well. Currently we just got war'decd by a pirate,who thought we were carebears. We kicked their asses so hard the first day they never came back for more.
