Look i think anyone stupid enough to carry stuff in a hoarder while they know about suicide ganking is just that, STUPID
BUT. It is a huge flaw in the game design. First of all, people work in teams, haulers scanning and looting. They are not attacked by concord, and do not lose Security.
If i mugged you, and in the process killed my self that would not make much sense.
If my friend stakes you out, tells me to beat you down, and then he takes all your stuff. He would be arrested too.
All parties to the crime need to lose sec status, and high sec crimes should be huge sec losses.
I used to have a corp mate who suicide ganked people in nonni/jita regions.
He'd make a few 100 million every day guaranteed. Then when his sec got bad, he'd go chain rat spawns for a day to get it back up. Thats it. Thats all it takes.
Last i checked, killing and robbing dozens of people, isnt fixed by a day of picking up trash on the highway.
Fix the EXPLOIT. It is an exploit in many peoples eyes, Exploiting a broken game.
PS I booted the guy after he refused to stop ganking in jita.

Where conceptually can you think of a place that you can shoot someone from inside your car, police come to wreck you car, and let you walk away.
And to be somewhat fair remove Sec Status hits in low sec.
