If making NPCs harder was the end goal then CCP should figure out what the max solo tank is (include speed, passive, active, etc) then set a spawn to do more damage than that.
Then ofcourse the screams will come when it's too hard.
Well, if the NPC couldn't break either the BS or speed tank to begin with, then doing only 50% damage wouldn't really matter. I also think that just setting the NPC's damage to higher than a solo tank could be is the wrong solution, because NPCs don't switch targets, and so whoever your tank was would die (especially against multiple NPCs). Either than or you would require the use of remote rep networks to fight against NPCS (or you would account for a remote rep network in your damage calculation, and then to survive against NPCs you would need multiple carriers remote repping you).
I think a large part of the problem is that NPCs are effectively all set for a very high tank. High-level NPC battleships do less than 150 DPS, but have the equivalent of a permanent dual LARII tank with very high resists. Would a player ever field a battleship with only 150 DPS? The solution, I would think, would be to make NPCs use modules, just like players. The Devs could set up a few different fits for each ship, and NPC statistics would become much more in line with player statistics. Because the NPCs tanks wouldn't always be huge, there would be an option besides making your tank last forever, since ganking them quickly would actually be possible. Give a few simple rules like "engage targets up to one class lower than you with main guns, use drones and missiles for smaller targets", and suddenly engaging a fleet of 3 blasterthrons in a belt doesn't seem like a good idea, no matter what kind of tank you have, without making the NPCs so powerful as to be invulnerable.
