i have transporte drugs and all sort of illigal cargo, never had any trouble.Do concorde/customs actually do anything to anyone, anyone been caught? and what happens if you are caught?

when they first made things illigal they a touch over balenced it and your ship got blown up lol, not sure what happens now though i think at most its a fine or maybe a few navy ships shooting u

Been "caught" once - scooped up contents of a loot can just before mission expired and didn't check what they were in my haste to get back and report success. Even with WTZ I wound up a klick or two from a station swarming with customs ships 
I got a pop-up warning and was shut down by the npc ships. Drugs were confiscated, I was fined and took an Amarr faction standing hit

What actually happens to you depends on the legality of the contraband you're smuggling.
To see that, show info on the item, then look under the legality tab and it'll tell you what you'll be fined, what sec space it's illegal in and where it's illegal.
Bear in mind that you'll only be fined if you're scanned by customs agents. It sounds like you've been lucky so far.

So, as discussed, one can see what items are illegal and their associated fines in the info section... Say an item has contraband status in Amarr, Minmatar, and Gallente space, but no Caldari restrictions. Am I then free to trade this item around Caldari Space?

If they're not listed, I think you're fine to move it in their space--Slaves, for instance, can be moved in Amarrian space without a problem . . . or so I hear . My question is if cloaking will decrease the chances of getting caught . . . my guess is yes, but I don't want to buy a Covert Ops ship and be wrong .

There is nothing you can do to stop getting scanned. It's pure chance.
Cloaking doesn't help, fast ship doesn't help, can's don't help.
There's a skill that SHOULD help, but it's only available at character creation (I think even that was removed, but those that already have it...) but it was broken since it was created.
The only way to transport contraband is paying attention and using a scout and patience (or luck). Except that customs are currently broken anyway.
