not true, my old local exchange couldn't support any connection above 5.5 meg, i phoned around go knows how many ISPs and they all told me the same thing. There's just no reason for virtually every ISP in the uk to throttle some little town in the west country then lie about it especially since i wanted to give them lots of money for a faster connection. i'd guess the exchange really wasn't capable of supporting anything faster than that.
ADSL standard is 8/1, ADSL2 is 24/1. If an exchange supports a standard it does, period. What is more likely is, it was an ADSL exchange with 8/1, and your line attenuation was so crappy that your /line/ could not support a speed over 5.5mbit/s. They can easily test that. Also, if you change ISP, the lines to the exchange are still rented from the phone company and the exchange ports also usually. Just the way telephones work.
