I'm getting ready to do L4 missions soon, and after doing significant reading and research here's what I've come up with for my proposed fit:
HIGH 2x Siege Launcher 4x Cruise Launcher 2x Heavy NOS
MEDIUM 1x XL Shield Booster 1x Shield Boost Amplifier 3x Active Hardeners (2 for mission primary damage, and 1 for secondary) 1x Target Painter
LOW 3x Ballistic Control System 2x Power Diagnostic System
RIGS 3x Capacitor Control Circuit
DRONES 7x Medium Drones (can only use five at a time of course, type varied by mission)
Ammo matched to mission.
Suggestions, comments?

Sounds good. Be careful with a non-deadspace booster though. You will probably need to warp out if you make a mistake with agro, but you should be fine if you do the missions "properly".
Light drones are worth it btw, I normally run with 5 Hobbies and 5 Hammers. Lights tear up frigs a lot faster than mediums. - I like ze missiles! |

a "cheap" Raven setup (I've done L4's with it, no problem, as long as you don't aggro the entire f'in room).
6x Arbalest Cruise Launchers 1x Heavy Dimi Nos 1x Drone Augmentor
1x Large Shield Booster II 1x LSE II 2x Passive resist II (1 for each damage type) 2x Shield hardener II (1 for each damage type)
2x BCU II 1x DC II 2x PDS II (I prefer shadow serpentis PDS's.. so if you need to hull rep / armor rep, you can w/o offlining all the launchers)
Drones:
5x Hammerhead II 5x Hobgoblin II
(or.. i use a mix: 3x Hammer's, 2x Valks... 3x Hobs, 2x Warriors)

@ OP. Have you actually tried fitting this?
I tried it in quickfit (Not able to log into EVE atm). Using named mods with the lowest CPU rquirements wasn't able to use T2 mods at all due to CPU shortage. Also ran out of PG and had to swap one PDU for a RCU to make it all fit.
Without a 2nd hvy NOS (2000PG/45CPU)it would be much easier. Also, NOS's have limited use vs NPC's.
Removing that 2nd NOS your fit allowed me to fit T2 hardeners/ T2 TP and T2 BCU's, leaving 1561PG 15 CPU for the last highslot.
There's little a sledgehammer can't fix. If you can't fix it, you need a bigger sledgehammer. If it's unfixable, blame CCP. :p

Good point. I worked it out with a T1 fit, as I currently don't have all the skills needed for all T2 equipment. (and yes I'm aware that will probably be necessary before being able to do L4 missions). Still, dropping one BCU for a Co-Processor would fix most of that if necessary, or as you said, dropping a NOS for something else.
Coming from piloting a Drake, I'm still tempted to try and passive tank this sucker, but I haven't really read about anyone doing that very successfully, so I'm sure there is a reason not to, though I haven't quite worked out why as of yet. The tanking numbers seem to be roughly equal, at least with the setups I've looked at.

I'm not yet in the Raven with this pilot (trying to perfect the Drake, still considering to go straight for Nighthawk) but here's one thing: Shield recharge rate. Drake currently have 1250 (going to be changed to 1400 it seems) while the Raven has 2500. Almost half the shield regen time is quite alot. The Drakes 5% shield resistance/level is quite a nice boost as well, if your resists get high and your regen is fast all you'd need is modules that increases your regen rate (and possibly some extra shield hp for the heavy damage intake).
It'll be hard to copy that on a ship that doesn't have a fast regen, and a decent amount of midslots. Battlecruiser sized ships are ideal for this, hell even the Myrmidon does it well.

Passive tank is not going to work because the regen rate is way too slow. You'll die if you try. Or die trying. Which ever way you wish to put it. :P
