At the very least a Dread should have 4 Max targets. I agree that in a perfect world, where eve doesn't lag, does not have targeting bugs, does not have overview bugs, etc. this would be a fine change. But because of countless reasons 2 max targets is too severe of a nerf since the other factors will stay mostly the same. Maybe start dreads out with 0 max targets and give 1 max target per dread level along with all the other current bonuses. Then most people could lock 3-4 targets and insane people would be able to lock 5.

Training any Rank 12 or higher skill to level 5 is an experience akin to taking a skinny dip in Warp Space while simultaneously remembering you left the Iron plugged in. Nobody can train a skill for 3 months and come out on the other side as whole as they once were. The insanity caused while it may not be as dangerous as say 'roid Psychosis or Patchhasfailedtoinstall Syndrome, is still a dangerous one left unchecked.
(If you are looking for a fight here, you are taking things too seriously, of course the training times are insane but if you have ever trained one of them you would know that it probably did drive you a little batty at times waiting for that little extra 5% bonus)

Phoenix gets a 5% boost to RoF and 5% to kinetic damage. Which is actually larger then it would other be because it's an extra 5% tacted onto the existing bonus. So an 11% damage bonus at least for that dread ^^, sorry i like fighting over semantics. That and i sorta want this thread back to the top. ____________
