...stupid, to put it plainly. The Myrm and Drake are both, in my experience, PG limited with plenty of CPU leftover after fittings. This will not affect them in any way.
The ships that will be hurt are smaller ships that don't have the CPU to spare. Rare setups like the passive tanked Merlin or Hookbill are soon going to be a lot weaker if not impossible.
Correct me if I'm wrong but out of all the threads on passive tanking I did not see a single poster suggest increasing the CPU of SPRs as a proper solution.
This nerf does not make sense.

7 HML IIs, 3 LSE IIs, 3 T2 hardeners, 2 BCS and 2 SPR leave you with 1.5 CPU with max skills at the moment.

First: how many drake builds use 3 LSEs?
Second: T2 Passive Hardners take 14 cpu less than actives, so that's 42 CPU shaved off in a pure passive tank.

My Drake uses 3x LSE II's Passive hardeners instead of active. I have no trouble with CPU at all. Of course, after the changes I don't know if I will be able to fit my Tractor beam.
And no... the SPR change is not a good move, especially for Frigates. But frigates don't matter in EvE apparently.

tanking frigates??
I thought you just put 3 tracking disruptors on one and be a pain in the ass?

Hehe, Actually, my Jaguar can passive tank a Drake no sweat, and provided I take out the drones fast, it can tank a Raven just as well. Though you can't expect to bring down a Raven or Drake in just a frigate. It is however alot more fun living on the edge.
