3) Reduced power needs for Medium Beams is not a buff but a fix and one LONG overdue.
4) Bonus to cap boosters is not an Amarr buff. It buffs anyone who uses those.

1: I agree. Not a senisble change.
2: I disagree. Tracking is the single most important limiting factor with blasters, ACs and pulses. A boost in tracking is potentially completely synonymous with a boost in DPS. Potentially.
3: Reduced capacitor is one of the things that Amarr players have requested the most out of any of the fixes asked for, next to "boost damage". Really seems like a welcome change.
4: I doubt anyone would disagree with the notion that Amarr are the single most cap intensive race out of the 4. While it's true this boosts anyone who uses them, it's the Amarr who are going to feel the most benefit from it. I doubt a missile spewing passive tanked Drake pilot could really care less. Importantly, it also benefits Blaster pilots- a pretty ailing combat tactic, dwarfed by Amarr only by the fact that Amarr is a whole borked race, while Blasters are only a single weapon system.
Maybe Amarr could do with more boosts (in fact, they almost certainly do), but it's a step in the right direction. And it might be wise of CCP to boost them incrementally, so as not to accidentally boost them through the roof. It's always been CCP's stated modus operandi (not that you can always tell) that they change things bit by bit to make it easier to balance. Hopefully, this is just round one of the Amarr fixes. --------
