Stop Alt accounts being created to be used as scouts, then not extending the trial period, by stopping characters under 14 days old from being able to go into 0.4 sec systems and lower untill they are 15 days old

No. Alts are the state of the art, and trial alts are the current standard. Just as instawarp bookmarks were once the standard of travel on which PvP balance was based and just as it's assumed that macrominers will be actively filling the market with low-end minerals and ice products in high-sec space, the use of newbie alts for scouting, ship scanning and ore theft is, at this point, core gameplay.

I agree people shouldn't be using alts at all in relation to main characters, but limiting where trial characters movements can only be bad - it limits their experience.

Why the assumption that new players won't want to go into lowsec?
I'm biased obviously, but Goonfleet takes fresh players, sometimes less than a day old and sends them straight into 0.0 gangs to fight in PvP, and I believe other alliances (Eve University for example) do the same.
Why do you hate our newbee tacklers? :(

CCP allowed alts in Eve ages ago , not the smartest move imo but it won't be changed anytime soon.

it's just going to be one of those things "how do you stop newbie alts scouting for fleets" and there in "how do you stop veteran alts being accepted into another alliance or corporation for long term espionage"
on a personal note, i hate alts, people should have 1 account ONLY, and 1 character >.< (in some cases none, hehe) cus as far as it goes, you only have 1 mind, right? your character should reflect such (omg, im bored of my life at this moment "god? can i log out and log in as that multi-billionaire account i purchased of you?")... but as this would delete probably a good quarter of played accounts, it wont happen :P
keeping alts in check noob or veteran, for scouting and spying is gonna be damned hard

Also against alts. Alts are not a part of EVE so players can do espionage, scout or check prices in different regions. This game feature is not being used as it was designed (basicly, it¦s cheating). I understand that alts were designed as a way for the player to try out different character creations and try out the different parts of EVE. But 99% of alts are used as an extra advantage to their main character/corporation. But taking alts away from the game is HUGE step which many won¦t like and a process that is not simple. One step in decreasing the popularity of alts is to stop 2 or 3 characters from one account to be logged on at the same time. This doesn¦t effect the real purpose of alts but this diminishes the amount of scouting. Also, it¦s a first step to stop alts being used in a way they weren¦t intended to be used. Finally I think roleplaying and having 2 or 3 characters is a bit of paradox.

They are not only used for that, a player with enough isk for GTC can fuel some other alt acounts, not to play them all at once, but for industry or research. People checking prices in other regions has nothing too bad, or in the same idea, you should complain about being able to see contracts in the whole galaxy.

Maybe we should ask the designers what they were for before saying it's cheating... The problem with scout alts is not alts, it's the local channel...

Same account logged several times? Can we really do that? We can't log a trial and a paid account on same computer, this limits alts. Are you sure we can do this?

Seems like alts don't roleplay too much... They're like clones, inexpensive flesh. Alts bring more to strategy than to roleplay. Roleplaying is already a paradox...
