Just noticed a new trend today, successful scammers are now trying to launder their ISK by buying a legitimate character.
Example:
This is a character sale scammer. This is the same character scammer using another character to bid on an auction.
This is a picture that links these two characters together.
My reccomendation: Do not accept bids from alts. If an alt has 'dirty' ISK, not only will the ISK be taken back but you could potentially lose your character.

I can say Voogru knows his stuff, sadly I got his warning too late and was scammed...and am still stuck waiting for any comment from a senior GM (Been nearly a month now without any replies, but its still open).

This is why I try to do everything I can to prevent scammers from succeeding in the first place. The GM's are swamped as it is the last thing they need is to have to deal with these people too.

I also tried to upload various screenshots (I took plenty of both the convo with the seller & character for sale), but there is/was no confirmation of the upload of any screenshot in their petition system (Where it says upload file)... Which honestly seems worthless, since you cannot tell if it actually properly uploaded.
Not to mention, the link to the character sale thread I provided no longer works...the thread is still there as I can go back to the date of the last post and find the thread, but the seller wiped all information he posted within it along with the name of the thread. Actually with this change....I have a bad feeling CCP might have wiped the thread out =( I'll have to go check after work...
I have not created a 2nd petition, because I understand this is extra workload and they don't want players double petitioning to find out the status of their initial petition...but I am becoming very frustrated, especially when I read that in some cases people were refunded in as little as 24 hours.

When you submit the API info and then select the character you want to upload it will forward you to the page with the character information.
You need to save that link. I don't intend to make a listing of all of the characters on the site for privacy reasons.

I feel for the folks that have been scammed, I've been there, though not on as large of a scale as GTC or character scam.
I still believe your best bet is to take all that ISK you're spending on a character and just train one up yourself. You get the name you want, and you get a nice feeling of accomplishment.

I just decided to buy a new miner for myself, and I never did it before.
Does character transfer for ISK works in similar way as buying GTC via this site? I mean seller transfer his char, I get mail, I confirm it and game remove my ISK...
And another one... I want to make new accaunt for this miner. So, is it possible for me to pay from my main char, and recieve new miner char on another accaunt? Or its up to parties involved?

I too have only purchased one character before. I was under the assumption that when you use the system, it was like selling a GTC code. You put the code in, and they dont get it till they send the money. I figured it would be the same for characters, but its not. I could not find any information on the subject so i had to just blindly trust the seller, and hope that if it was a scam i would be reimbursed by CCP. I still have not found any info, and since the trade was smooth and painless and the guy didnt rip me off, im leaning towards a no, there is no system, you just transfer the money and hope he doesnt rip you off. ----------------------------------------------- Now you see me, Now you dont |

I like the API verification site. It's cool.
I dislike the bigotry. Guess what, dude, most of EVE doesn't use English as their primary language. Speaking good English doesn't equal trustworthiness.
And as far as not accepting bids from younger characters - why? Your stupid post just about scuttled my legitimate bid. Since buyers send the ISK BEFORE they get the character, how is it you think younger characters can scam a seller that older characters can't? Sorry you had a bad experience with someone who doesn't speak the same native language that you do, but quit screwing the system for the rest of us.

Statistics != bigotry, find me a PAST character scam that used perfect english in all communication and i'll give you 500 million ISK.

1 day old alt doing a serveral billion ISK large transaction? Common. They have to be getting their ISK from somewhere. What I am suggesting to the sellers, if they have a "young" bidder, to have them transfer the ISK from their main character and NOT the alt.

It's plain risky if the ISK was gained via an illegal method. Such as a previous character scam or GTC scamming. Please learn the facts before you critisize what I'm doing.
By forcing them to transfer the ISK from a real character, if the ISK is illegal, they will be losing a character that isn't 20 minutes old if it turns out they had illegal ISK.

inEVE still only accepts XML pages which can be edited by the client.
I have nothing against foreigners, I do hate the scammers however.
And just for your information, I treat everybody the same, I don't care what race, color or language you speak. If I find out your doing something such as ISK farming, ISK selling, performing illegal GTC/character scams, I will pounce on you just as much. But by pure statistics, most of the illegal scams are coming from ISK sellers, and the majority of ISK sellers are foreign.
This does not make all foreign players ISK sellers, but it makes a majority of ISK sellers foreign, which is a true statement and is NOT bigotry.

I bid with my main char. And assume that I won the auction. I would like to create another acc (20min old), so seller can transfer his char to my newly created alt.
Is that common? I mean, I dont like to have two main chars on one acc. I would like to train them both.

There is nothing at all wrong with that. Transfer the large sum of ISK from your main character.

I would like to publicly apologize to Voogru. After the day I had yesterday, the very last place I should have been was the forums. I think the API site is a nice public service, and much of his advice I completely agree with. My post was unnecessarily rude, and I apologize both for the tone and the unwarranted criticism.
I continue to disagree with the "no alt chars" idea, as I frequently use various alts to do my commerce in order to prevent competitors from getting extra information. I can also think of a number of ways that a young character could have a lot of ISK without having a rich main - perhaps they sold their carebear to get into PvP? However, that objection could have been handled privately and not in the manner I chose yesterday.
I encourage people to use the Voogru site for verifying character transfers, and hope that someday this entire thread will be rendered moot by a secure character transfer system similar to the one now used for secure GTC sales.

RE-STICK voogru's THREAD... IT HAS A PURPOSE AND USEFULL BY ALL.
Even though a mod put up new rules, doesnt mean voogru's guide should be unstuck. It has kept me from getting scammed once, and Im sure countless others as well.

Very good info that anyone considering buying a character would do well to heed. There's no way for voogru to anticipate every situation but if you see any of the danger flags he mentions you would be a fool to not seek clarification. |

On the point of racism say that there is a city that has a 70% crime rate, and race A is 92% of the population and race b is 8%. There is not racism in speculation that race A will do a crime its just probability. Just like the scam. If there is a 20% scam rate and 95% of scamemrs are from the continent of antartica and 5% are from the rest of the world, probability is saying that antartican players are scammers so their broken antartican english is a redflag.
The thing with the alt players is that i have heard of players makign an alt account to illegally buy isk to transfer over because what happens if a 20 minutes old character gets banned? what do you honestly lose?
Language: if someone is serious they make make a stride to trying a bit harder. If the words are just complete rubbish and take a few times to read through why not red flag it? The google translater works pretty well.
Do note, he says its his opinion in his post. Writing down somethign doesnt mean its right and in no means does the eula say you must listen to voogru, he is just being one of those 3rd party people who want to help out a bit. Is there anything wrong with that? if you dont like him then dont read his posts.
ineve.net: voogru stated that ineve.net takes xml data. Well if someoen went to a website and learned how to edit an xml file, they can have fishing trained to lvl 5 in eve if they wanted to.
screenshots: yes, they are good, but you know what else is good, photoshop. if someone is scammign they may already have a lot of time on their hands and shop something. In my time spent rummaging through /b/ i have seen some very believeable shops.
