These two things have absolutely nothing to do with whether someone is a scammer or not. Depending on how one feels about character sales the old CEO may be the absolutely worst reference one could get.
Out of hundreds of thousands on players on a very small fraction visits the forums.
I am all for protecting sellers and buyers, but at the same time some realsitic expectations will go a long way.

I think this is just like the ultra safe persons guide, and a real good one at that. You dont need to take it as gospel, and all things should be taken together, ie: if his ex-CEO has no recollection of him and he has never posted on the forums.. yet all other points check out okay, then most would be satisfied.

If you post a [WTB] character post in this forum, be warned that these scammers might approach you in game instead of posting here. Read the rules carefully before initiating any character trades to not lose your ISK.

Hi Voogru, thanks for the post, and the site is awsome.
One question though... It seems to me that if you get ISK for a character you have proof you sold... (being the logs, forums and xtransfer service in the user control panel) why in the sam hell would CCP not only take away the ISK I earned through legit means, and then possibly take my character instead of giving it back?
Doesn't make sense to me to punish the persons who are your loyal customers, the ISK farmers could careless if you take the ISK or The character as most farmers won't care since most ISK sellers are not the owners of the characters or ISK in question the owners of the farming houses / business are. Seems to me that CCP might want to rethink that thought process instead of penalizing the paying customers. I know they can figure it out, ive met people in the newbie corp who said they are restarting because they got banned for buying ISK... so its not like they haven't figured out SOME system for handling and detecting ISK sellers... I dunno just seems to me that unless the ISK was garnered in cheating meaning dupes, as long as the ISK was not "faked" its valid ISK and would not ruin the economy and there for should not be removed from the character.

You know how CCP is sometimes, it could take a long time to resolve the issue while the GM's are 'investigating', they know the ISK is bad mojo, so it goes, then it's a matter of recovering your character, which as I said, could take time, and if the GM your dealing with doesnn't understand whats going on due to the evolving nature of the scammers, you could have a very hard time.
Not only do you need to recover the character, but the $20 you spent to transfer the character, fun huh?
Regardless, the advice is pretty much a no brainer, if a 1 month old player is sending you billions ISK, he had to get it from somewhere. Ask him to send it from his main character, and if he throws any excuses, move onto the next bidder.

Here's Something that I use when buying or selling characters - It's basically a form that the seller sends to the buyer receiving ISK and character to be transferred. This will hopefully expedite any issues with a petition if needed.
THE SELLER MUST REPLY "ACCEPTED" TO THE CONTRACT WITH CHARACTER BEING PURCHASED AND THE CHARACTER RECEIVING ISK AND ALL INFORMATION INSERTED APPROPRIATELY!
Fill in everything that is bolded then forward to toon being purchased and toon receiving ISK
################################# #FORM #################################
Character Purchased: __TOON_PURCHASED__ Purchase Amount: _____ Million Isk (_ Billion) Character to Receive ISK: __RECEIVING_ISK__ Account to be Transferred to: __BUYERS_ACCOUNT__
This is ___BUYER___, confirming the buyout on ___TOON_PURCHASED___ at _ Billion (_,___ Million) ISK through auction ________LINK_TO_AUCTION______ on Eve Online Forums.
___RECEIVING_ISK___ is to receive payment from me in the amount of _ Billion (_,___ Million) ISK and __TOON_PURCHASED__ will be transferred to the account __BUYERS_ACCOUNT__ upon receipt.
Please Respond via email with BOTH __TOON_PURCHASED__ and __RECEIVING_ISK__ confirming the information (include all information above please) and that you agree to the terms of the contract.

Realy usefull guidei will surely follow it when i have enough money. but one question you say do not trust young acounts ect. but soon my toon will be a month old or so. and if i am lucky i sold enough TC for a new char . ( i know bad to start high but i got the basics fast in this game and i want to enjoy it not to train for months before i can do that)
so i have legagly got the isk but my toon is young so this control trick should not be on the highest spot on the list imo.
