Where do i find the modules listed under the Officer heading in the Variations tab on some items?

I'm not sure what you're asking. If you want to purchase them, use the contract system. Expand the Available Contracts tab's Show More Options, then choose "All Regions" and key the officer component's name in the Item Name(Exact) field.
If you want to know where you can loot them.... Historically, I believe this has been in static plexes, particularly the high rating ones. But if I'm not mistaken, Officers periodically spawn in asteroid belts. Feel free to correct me on that one.

I'm looking for where to loot them, and what sec of space would they probably be in?

0.0. From what I've heard, the true sec doesn't matter, just the 0.0 or less part. There are some suggestions that it's once a <period of time> for a constellation. Faction spawns are far more common.

They randomly appear in 0.0 belts, very infrequently.

True sec matters. The quality of belt rats, as well as the likelyhood of a faction/officer spawn is related to true sec. After living in a -0.31 true sec system for over 8 months I can assure you that officer spawns will not happen in that space. Faction spawns occur rarely, and even then the spawns are tiny.

living in the same system is NOT a way to find officer spawns, you have to roam.

Officers need afaik at least -0.75 truesec to spawn, with the exeption of NPC "core" regions like fountain, stain or venal.
