I recommend The Rattlesnake. It's the best tank and drone boat there is. While it is expensive, you will do level 4 missions without any worry. You can "almost" fall asleep in the thing and still be alive.

In Solitude all Material research facilities are full 24/7 and there is always many weeks or months on each slot. Currently the only way to do material research is by putting up your own POS but thats pretty unrealistic that each player that wants...
