Terrible idea if it allows you to sustain a lock through decloaking.
Provided decloaking breaks your lock, a great idea to allow ship and cargo scanners.

If all we can do is use scanners through the cloak.. shouldn't be overpowered at all.. if you cant fire when cloaked.. we still have to decloak so other then the ability to target someone and scan them.. its not a major balance issue.

The lock on time for a covert ops ship after uncloaking is already very quick. I think it would be a neat idea if a covert ops ship could establish a lock for another member of its gang. This type of target painting has been used in real world conflicts in the past. www.eve-players.com |

A recon ship isnt a recon ship unless you can scan whilst cloaked. It'd provide a nice way to prepare your fleet/gang for whats coming your way.

I dont agree with the idea of being able to fire while cloaked, even once. If the targeting range (and perhaps speed) is reduced while cloaked (say 50-75%) then id go along with it.
Also, id proly consider increasing the Aoe (area of effect) of Smartbombs, and allowing them to Decloak a ship. Currently they Damage a claoked ship, but it wont de-cloak it. I think this would also improve the usefulness of smartbombs as a sort of 'depth charge' approach against cloakers.
I havent tested if the new bombs work against it yet, tho. If not, their aoe damage needs to as well. *poke* |

So a 15km range on bombs that will instapop the cloaker isn't enough for you.. you need the cloaker handed to you on a silver platter?

what smartbomb are you using? Largest AoE on a smartbomb i see is 10km, and that is on the Officer variants, which I doubt everyone can easily get their hands on. Also, the top damage I see is only 525, which, *might* punch though a frig in one burst, but recon's are seriously stronger than that, which is the main focus of this suggestion. Besides, I haven't heard of any smart covert/recon pilot operating closer than 10km
Do me a favor, and unless you have something constructive to give, don't post flames. If you don't like it, thatĘs fine, just give me some concrete reasons why that will create a legitimate argument. I really don't need to hear people crying just because they are comfy in their cloaking ship. I'm going for Recon too, I just happen to have an idea of both sides of it.

I thought about this before too, and it absolutelly makes sense. Maybe the ship and cargo scans should decloack you, but at least I think you should be able to target to check damages.

I can only sign the first-Post. Covert Ops which can really do "Ops" while beeing Cloaked ( providing Warp-In Points not counted ) would be a perfect addition. When it's too overpowered, reduce the scan-range while in beeing in cloak. ( So, you must go under 10k distance for example ) and give the targeted ship an "chance" to detect the scan process. ( In this case, it knows that there is an Cloak nearby, not where, this would be an insta kill of the new feature.

Funny, I was just trying to do this last night, and couldn't figure out what I was doing wrong. Pretty comical.
I like the idea, but with two stipulations:
- Only ship and cargo scanners. None of this "cloaked first shot" nonsense. - CovOps and Force Recons only. Maybe by attaching it to the CovOps II cloak. * * * In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

adding this ability would make it interesting, but it would only take a covert a minute to figure out the entire composition of your fleet, have all primaries laid out in order, and completely dominate your enemy.
I think this would be hands down ridiculous. The whole point of pvp combat in eve apart from superior tactics and general might, is to be innovative with your modules.

I think there is a general misconception here about what a passive targetter actually is...
It allows you to get a lock without alerting the enemy ship to your lock, (i.e. it doesnt use some kind of beam reflecting off your hull or whatever normal target locks use)
Now the reason coverts can't target while cloaked, is not because they would be detected, but because there is interference from the cloaking field that basically messes up all your systems, including any modules you have fitted and the targetting computer (the only thing that works is propulsion, even warp doesnt work on non-coverts with cloak active).
So passive targetters would not work while cloaked any more than standard targetting systems. -------------------------------------- What are you looking at? -------------------------------------- |

If your enemy finds out the rally point of your troops, goes there in time and scouts using a covops then good for him. He deserves to win the battle, or at least have the nice advantage. What are you afraid of? Both parts will have this scouting opportunity, unless extremely lazy and/or overconfident. And that would be stupid, won't you agree?

With a big fleet, it's going to take considerably longer than a minute. But the big thing you're not thinking about is the time and effort it would take to communicate, compile, analyze, and then change setups and strategies with that information. Frankly, if somebody can do that with a high degree of efficiency, or a higher degree than their opponents, I think they deserve the advantages it brings. Still a big fan of that. I have to agree with the guy about 12 posts up saying that uncloaking should break your lock.
How's this for a balance though?
Passive target- used while cloaked has a target range penalty of 85% give covert ops role bonus of 12% per level reduction in that penalty. Give Recon a 17% reduction per level.
So I can't be terribly useful in a cloaked raven. I can be wicked mean in a falcon. ------ Pain is weakness leaving the body.

Just stick it to T2 cloaks, and give it as a ship bonus with bombers, et voila. --

I agree with the idea. I think you should have a large penalty for passive lock time to make it difficult for this to be abused. I still feel that there should be a counter against being probed in this way. This could be a rig, module or a skill.

I completely agree with the OP. This would be a wonderful addition to fleet (and small gang) warfare in eve. I have been considering training for a covops for a while now, and so far the only things stopping me are lingering doubts about the true usefulness of a covops. This would make them a really valuale ship, almost as important as E-War / support ships.
Can we have a dev comment by any chance please :P =======================
